After leaving Little Garden behind, the Straw Hat Pirates finally arrive in Alabasta alongside Vivi Nefertari. Before they can begin their mission to stop the kingdom's civil war, they encounter Smoker, whose pursuit of Monkey D. Luffy is interrupted by the sudden appearance of Portogas D. Ace. Ace's arrival reveals his close relationship with Luffy and briefly reunites the brothers before they continue on separate paths.
As the crew travels inland, they experience the harsh realities of Alabasta's deserts and witness firsthand how drought and political manipulation have devastated the kingdom. The abandoned city of Erumalu and the growing desperation among the population reinforce the scale of the conflict that Crocodile has engineered behind the scenes.
Meanwhile, the senior agents of Baroque Works gather at Spiders Cafe, where they receive orders directly connected to Operation Utopia. The organization begins coordinating its final stages while the Straw Hats race toward the rebel stronghold of Yuba.
The volume concludes with a confrontation between Luffy and Vivi. While Vivi hopes to prevent bloodshed by reaching the rebels first, Luffy insists that defeating the true mastermind behind the conflict is the only way to save Alabasta, forcing Vivi to reconsider her approach.
