The Knights of God use Elbaph’s children as hostages, demanding that the giants submit to the World Government and destroy the Owl Library. Nico Robin and Scopper Gaban resist Shepherd Sommers, while Gunko exploits Colon to force Gaban’s surrender. When the operation fails to progress quickly enough, Imu possesses Gunko and uses Domi Reversi to transform Dorry and Brogy into demonic servants.

After falling into the Underworld, Gaban tells Luffy that Supreme King Haki can overcome the Knights’ regeneration. Loki then begins recounting Elbaph’s history and the events surrounding King Harald’s death. The account follows Harald’s transformation from a violent young ruler into an advocate for peaceful relations with humans, as well as the contrasting childhoods of his sons, Hajrudin and Loki.

Rejected at birth by Queen Estrid, Loki grows up isolated and blamed for Elbaph’s misfortunes. His life changes when he encounters Rocks D. Xebec, whose ambitions inspire him. The volume concludes with Rocks assembling the infamous Rocks Pirates through Davy Back Fights and declaring his intention to become King of the World.
