Toto is stubborn, hopeful, and remarkably loyal. He continues digging through Yuba’s sand despite repeated failures, treating every new layer of earth as evidence that water may still be found. His optimism survives physical deprivation and the apparent destruction of his community.
He strongly believes in Cobra’s integrity. Even when the king appears responsible for using Dance Powder and depriving the rest of Arabasta of rain, Toto rejects the accusation because it contradicts the ruler he personally knows.
Toto also cares deeply for Kohza but does not excuse the rebellion simply because his son leads it. He understands the rebels’ suffering while believing that they have been manipulated into fighting the wrong enemy.

Toto has no supernatural powers or formal combat abilities. By the time the Straw Hats reach Yuba, age, dehydration, and starvation have substantially weakened him.
His endurance is nevertheless exceptional. Toto excavates deep pits with ordinary tools, repeatedly begins again when sandstorms refill them, and survives conditions that forced healthier residents to leave.
He also possesses firsthand knowledge of Yuba’s history, local geography, and the Nefertari family. This allows him to recognize the political deception behind the drought more clearly than many people with greater military authority.

Toto once leads settlers from Alubarna to establish Yuba with Cobra’s support. Kohza and other young settlers accompany him, and the developing town becomes an important stop in western Arabasta.
Crocodile’s use of Dance Powder and artificial sandstorms devastates Yuba during the national drought. When the Straw Hats arrive, Toto explains that the rebel army has already relocated to Katorea. He gives Monkey D. Luffy a small amount of water gathered through his exhausting labor, calling it Yuba’s finest.
Luffy carries Toto’s water into his battles with Crocodile, using it to strike the Warlord’s sand body. After Crocodile’s conspiracy is exposed and rain returns to Arabasta, Toto begins recovering physically and participates in rebuilding Yuba.

Kohza is Toto’s son. Toto loves Kohza but opposes the rebellion he leads, believing that the young man’s anger has been redirected by Crocodile’s conspiracy.
Nefertari Cobra supports Toto’s original settlement of Yuba and earns his lasting trust. Toto refuses to believe that Nefertari Cobra would knowingly sacrifice the kingdom’s people.
Nefertari Vivi knew Toto through her childhood friendship with Kohza. Toto shares her conviction that the royal family is being framed.
Monkey D. Luffy receives Toto’s carefully collected water and comes to respect his persistence. Crocodile is responsible for the engineered drought and sandstorms that destroy Yuba.
