Smoker

Smoker is stern, blunt and relentless, but not indiscriminately cruel. He treats civilians with restraint and once compensates a girl for ice cream spilled on his trousers, telling her that his pants “ate” it rather than blaming her.

He distrusts the Seven Warlords system and reacts strongly when the World Government conceals misconduct. Orders carry less weight for him than observable facts, and he openly insults superiors who claim credit for victories achieved by pirates.

Smoker’s fixation on Luffy changes from a straightforward hunt into a complicated rivalry. He continues to regard Luffy as a dangerous pirate, yet he repeatedly recognizes occasions when cooperation with the Straw Hats is necessary to protect civilians.

The Logia-type Moku Moku no Mi allows Smoker to create, control and transform into smoke. He can spread his body across a large area, propel himself through the air, restrain multiple targets and increase the reach of physical attacks.

Smoker wields a jitte tipped with Seastone, enabling him to weaken Devil Fruit users on contact. The weapon complements his preference for capture over lethal force and compensates for situations in which smoke alone cannot suppress an ability.

He uses Armament and Observation Haki and is physically formidable enough to fight New World officers. Expanding his smoke body increases his mobility and reach but also presents a larger target to opponents who can use Haki.

Smoker is introduced as the Marine captain responsible for Loguetown. He nearly captures Luffy at the execution platform, but Monkey D. Dragon’s intervention enables the Straw Hats to escape into the Grand Line.

He follows them to Arabasta, where Crocodile imprisons him alongside Luffy. After Roronoa Zoro saves him from drowning on Luffy’s order, Smoker allows the crew to continue. He refuses official credit for Crocodile’s defeat and tells the World Government what it can do with the promotion offered to preserve its version of events.

Smoker participates in the Summit War and later requests reassignment to the G-5 base in the New World. On Punk Hazard, he investigates disappearances, allies temporarily with Luffy and Trafalgar Law, and fights Vergo, a corrupt Marine secretly serving Doflamingo.

Following Punk Hazard, Smoker helps secure treatment for the children experimented upon by Caesar Clown. He later visits Vegapunk’s facilities while remaining connected to G-5 and Tashigi.

Tashigi is Smoker’s trusted subordinate and operational partner. He criticizes her when necessary but relies on her judgment, protects her during battle and allows her considerable responsibility over the G-5 Marines.

Luffy is Smoker’s quarry and recurring reluctant ally. Smoker cannot reconcile Luffy’s status as a pirate with the repeated evidence that he saves civilians and exposes corruption. Their relationship is adversarial without becoming personally hateful.

Dragon prevents Smoker from arresting Luffy in Loguetown, creating one of the earliest indications of Luffy’s wider family connections. Portgas D. Ace later blocks Smoker in Arabasta, where their Logia powers produce a temporary stalemate.

Smoker despises Crocodile’s abuse of Warlord status and recognizes Vergo’s betrayal as a grave corruption of Marine authority. Kuzan, now outside the Marines, saves Smoker from Doflamingo on Punk Hazard and warns him to alert Sakazuki about the threat posed by the underworld broker.
