Beyond the isolated country, dramatic developments begin shifting the global balance of power. As the raid on Onigashima approaches, the history of Kozuki Oden reveals how Wano's legendary samurai began the journey that transformed both his homeland and the wider world.
Preparations for the raid progress as Roronoa Zoro accepts Enma, one of Oden's swords, and begins mastering its dangerous ability to draw out its wielder's Haki. At Onigashima, Kaido and Big Mom end their battle by forming an alliance. News from the Levely then shakes the world: the Seven Warlords system is abolished, an incident involving Sabo causes international alarm, and the Marines reveal the history and bounties of the Four Emperors and the legendary Rocks Pirates.
On the day of the Fire Festival, the Kozuki alliance finds Tokage Port deserted and its fleet missing. The story then shifts forty-one years into the past, following the unruly young Oden. After resolving the Mountain God Incident, he is banished from the Flower Capital, travels across Wano, defeats Ashura Doji, and transforms lawless Kuri into a prosperous region.
Appointed daimyo of Kuri, Oden gathers the retainers who will become the Nine Red Scabbards. His ambitions extend beyond Wano's borders when the Whitebeard Pirates arrive. After proving his resolve and rescuing Amatsuki Toki, Oden is accepted aboard Edward Newgate's ship and finally begins his long-awaited voyage across the sea.
