While the Straw Hats recover in Water Seven, Marine Vice Admiral Garp arrives and reveals that he is Luffy's grandfather. He also identifies the revolutionary Dragon as Luffy's father and explains the balance of power maintained by the Four Emperors. Elsewhere, Shanks meets Newgate Edward and warns him about Teach Marshall, but Whitebeard refuses to recall Portogas D. Ace from his pursuit.

The Straw Hats receive new wanted posters for their attack on Enies Lobby, with every crew member now carrying a bounty. Franky completes a new ship using wood from the legendary Treasure Tree Adam. After the Franky Family forces him to confront his desire to sail with the crew, Franky accepts Luffy's invitation and becomes their shipwright. The vessel is named the Thousand Sunny.

Usopp attempts to return without addressing his earlier departure, but Roronoa Zoro insists that he must first apologize. Usopp finally admits his fault and asks to rejoin, restoring the crew before their departure from Water Seven. Garp then attacks under orders from Marine Headquarters, but the Thousand Sunny escapes using its Coup de Burst. On Banaro Island, Ace confronts Blackbeard, and their clash begins with consequences that will reach far beyond either pirate.
