Luffy's quest to save his brother leads him into Impel Down, the World Government's infamous underwater prison. Facing impossible odds and descending through increasingly dangerous prison levels, he finds unexpected allies among old enemies while racing against time to reach Portogas D. Ace before his execution.
Following the events on Amazon Lily, Monkey D. Luffy infiltrates the underwater prison Impel Down with the assistance of Boa Hancock, hoping to rescue Ace before his scheduled execution. While Hancock enters as one of the Seven Warlords of the Sea, Luffy secretly slips into the prison, beginning a perilous descent through its heavily guarded levels. Along the way, he reunites with former adversary Buggy, who reluctantly becomes his partner in escaping the prison's many dangers.
As Luffy advances deeper into Impel Down, the story revisits the scattered Straw Hat Pirates, each stranded on a different island after Bartholomew Kuma's intervention. Meanwhile, the World Government prepares for the coming war against Whitebeard, and Vice Admiral Garp visits Ace in his cell, revealing more about the burden carried by the two brothers.
Within the prison, Luffy gathers an increasingly unlikely group of allies, including Galdino and Bentham, while battling monstrous jailers and navigating the deadly environments of Impel Down's lower levels. As he approaches the prison's deepest sections, the arrival of the prison's strongest defenders makes his mission increasingly desperate.
