The Straw Hats and their allies advance across Enies Lobby while Luffy fights ahead of the main force. After Oimo and Kashii learn that the World Government deceived them about the imprisonment of Dorry and Brogy, the giants turn against their former commanders. The Franky Family, Galley-La foremen, and remaining Straw Hats board the King Bull Gomora and force their way toward the courthouse despite heavy resistance.

At the Tower of Law, Spandam reveals that the government threatened to unleash a Buster Call against the Straw Hats unless Robin surrendered. He presents Kaku and Kalifa with unidentified Devil Fruits, strengthening CP9 before the approaching confrontation. Luffy reaches the courthouse roof but finds his path blocked by Blueno, whose Door-Door Fruit and mastery of the Six Powers initially allow him to withstand the pirate's attacks.

Determined never to lose another companion, Luffy unveils Gear Two, accelerating his circulation to produce a dramatic increase in speed and strength. The transformation overwhelms Blueno's defenses and secures Luffy's victory, leaving him positioned directly across from Robin and the assembled CP9 agents.
