Sanji, Usopp, and Franky are left to confront the government forces aboard the Puffing Tom while the remaining Straw Hats race to catch the speeding sea train. Rescuing Robin Nico from CP9 will require overcoming a train filled with enemies, but even reaching her may not be enough if she refuses to be saved.
Sanji, Usopp, and Franky continue fighting through the Puffing Tom as it approaches Enies Lobby. Sanji defeats CP7 agent Wanze, while Franky battles the newly recruited CP9 agent Nero on the train's roof. After the group reaches Robin, she again refuses to escape, insisting that remaining with the government is necessary to protect the Straw Hat Pirates. Lucci Rob defeats Franky and expels Nero from CP9, allowing the train to continue toward the judicial island.
The Rocketman rescue party catches up with Sanji and Usopp after they are forced from the Puffing Tom. Franky remains a prisoner alongside Robin, but challenges her belief that death is the only way to protect her companions. Upon arriving at Enies Lobby, CP9 reunites with three additional agents—Jabra, Fukurou, and Kumadori—while the Straw Hats prepare a direct assault.
Ignoring the alliance's plan to wait for the remaining forces, Monkey D. Luffy charges into Enies Lobby alone. He defeats large numbers of government troops as the Franky Family and Galley-La shipwrights breach the island's first defenses, bringing the rescue mission into open conflict with the World Government.
