The Straw Hats have been branded criminals for entering Skypiea without paying the toll. Their only chance of escape is to survive a series of challenges administered by Kami's vassals. Meanwhile, Robin Nico makes an important discovery about the island, raising the possibility that a legendary city of gold may be hidden somewhere on Skypiea.
Monkey D. Luffy, Sanji, and Usopp continue the Ordeal of Balls against Satori, whose Mantra allows him to anticipate their movements. At the sacrificial altar, Tony Tony Chopper attempts to protect the Going Merry from Shura until Gan Fall intervenes. Although Gan Fall is defeated, Luffy and Sanji overcome Satori, allowing the separated Straw Hats to reunite.
Nami determines that Upper Yard is the portion of Jaya that vanished into the sky four centuries earlier, meaning the legendary city of gold may be hidden within its forests. Gan Fall explains that the island has remained at the center of a prolonged conflict between Skypiea's rulers and the Shandians, who seek to reclaim their ancestral homeland. Motivated by the prospect of treasure, the Straw Hats divide into an exploration party and a group assigned to move the damaged ship.
As the crew begins its search, the Shandians launch an assault on Upper Yard and Kami's forces mobilize against them. Enel, the ruler worshipped as Kami, gathers his vassals and announces a survival game involving the Straw Hats, the Shandians, and his own warriors. The volume ends as the search party enters the ruins and is scattered by the giant snake inhabiting the forest.
