The Straw Hats have made it to the ocean in the sky, but their destination is not as angelic as they imagined. After being charged with illegal entry, they find themselves pursued by the Skypiea Police and threatened with divine punishment. Although the crew wants to continue exploring, the inhabitants of the sky appear determined to drive the outsiders away.
The Knock Up Stream carries the Going Merry into the White Sea, where the weakened Straw Hat Pirates are attacked by a masked warrior before being rescued by Gan Fall, the Knight of the Sky. After passing through Heaven's Gate, the crew reaches Skypiea and lands at Angel Beach. There they meet Conis and her father, Pagaya, who introduce them to cloud-based technology, Dials, and the customs of the sky islands.
The crew's refusal to pay Skypiea's entrance fee leads the White Berets to classify them as criminals. When the Straw Hats resist arrest, their offense escalates and they are sentenced to face the ordeals of Upper Yard, the territory ruled by Kami. The Going Merry, Nami, Roronoa Zoro, Robin Nico, and Tony Tony Chopper are carried to a sacrificial altar, while Monkey D. Luffy, Sanji, and Usopp travel after them.
Conis admits that fear of divine punishment compelled her to report the crew, prompting Kami to strike at her with lightning. Gan Fall rescues her and reveals that he formerly governed Skypiea. Luffy, Sanji, and Usopp enter Upper Yard through the Ordeal of Balls, where they encounter Satori, one of Kami's four vassals. Satori demonstrates the predictive ability known as Mantra and declares that the ordeal has a survival rate of only ten percent.
