As the Straw Hats leave Vivi and Alabasta behind, they discover a stowaway aboard the Going Merry who wants to become a member of the crew. However, the pirates must decide whether they can trust this former Baroque Works agent. Whether she proves to be a friend or foe, they may need all the help they can get when their Log Pose suddenly points toward the sky.

After the Straw Hat Pirates depart Arabasta, Robin Nico emerges from inside the Going Merry and reveals that she has secretly boarded the ship. She explains that Monkey D. Luffy prevented her from accepting death beneath Alubarna and therefore bears responsibility for allowing her to live. Although most of the crew remains suspicious of the former Baroque Works officer, Robin gradually wins them over and is permitted to join as the crew's archaeologist.

The Going Merry is nearly struck by an enormous vessel that falls from the sky. The wreck is identified as the St. Briss, an exploration ship that disappeared more than two centuries earlier. After recovering a map marked with the name Skypiea, the crew realizes that their Log Pose is pointing toward an island somewhere above the sea. Their investigation brings them into conflict with Masira, a salvage captain who claims ownership of everything that sinks within his territory. A sudden encounter with enormous sea creatures and gigantic humanoid shadows further demonstrates how little the crew understands about the surrounding waters.

Using an Eternal Pose taken from Masira's ship, the Straw Hats travel to Jaya in search of information about reaching the sky. They arrive at Mock Town, a lawless settlement populated by pirates who spend their stolen wealth on entertainment and violence. There, Luffy, Roronoa Zoro, and Nami encounter Bellamy, whose crew ridicules legends, dreams, and the possibility of islands in the sky. After Luffy orders Zoro not to retaliate, the two endure a brutal beating rather than fight opponents who possess no convictions worth challenging.

Outside Mock Town, Luffy encounters Marshall D. Teach, an eccentric pirate who fiercely rejects Bellamy's belief that the age of dreams has ended. Teach declares that people's dreams will never die and recognizes that Luffy and Zoro are pursuing ambitions beyond the understanding of Mock Town's pirates. Meanwhile, Robin obtains information about a man living elsewhere on Jaya who may know how to reach the sky. As the Straw Hats sail toward him, they are confronted by Shoujou, Masira's brother and a fellow salvage captain.
