The Straw Hats are only beginning to find their bearings in the mysterious samurai kingdom of Wano when Kaido makes his grand appearance as a flying dragon. Known as the strongest creature alive, Kaido is an enemy best avoided, but Monkey D. Luffy has never been known for choosing the cautious course.
After Luffy recklessly challenges the Emperor, the alliance must recover from the consequences while continuing preparations for its rebellion. Elsewhere in Wano, the celebrated oiran Komurasaki travels to the shogun's palace, and the scattered Straw Hats encounter new allies, enemies, and dangers throughout the isolated country.
Enraged by Kaido's apparent destruction of Oden Castle, Luffy attacks the Emperor but is defeated with a single blow and imprisoned in Udon's excavation labor camp. There, he reunites with Eustass Kid, and the two captains turn forced labor into a competition before defeating Vice Warden Dobon. Luffy also befriends an elderly prisoner named Hyo, while the alliance outside the prison continues gathering information and searching for the plans to Kaido's mansion.
In the Flower Capital, Sanji's popular soba stand attracts the hostility of the Kyoshiro Family. He and Franky defeat their attackers and meet Toko, a young attendant serving Wano's most celebrated courtesan, Komurasaki. The oiran's procession reveals both her extraordinary fame and her history of manipulating wealthy admirers, while Nico Robin gains access to Shogun Kurozumi Orochi's palace.
Kaido's forces dispatch Page One and X Drake against Sanji, who uses his Germa 66 Raid Suit to conceal his identity. At the same time, Big Mom attempts to enter Wano, only for King to knock her ship from the waterfall. She later washes ashore with no memory of her identity.
