Meanwhile, monarchs from across the world assemble at Sacred Marijoa for the Reverie. As familiar allies and enemies converge at the seat of the World Government, hidden powers begin moving behind the scenes.
Jinbe and the Sun Pirates remain behind to hold off the Big Mom Pirates, allowing the Thousand Sunny to escape Totto Land. News of the incident spreads worldwide, and Monkey D. Luffy's bounty rises to 1.5 billion berries as the press declares him the Fifth Emperor of the Sea. At Lulusia, four Revolutionary Army commanders help the population defeat Peachbeard's crew before preparing to declare war on the Celestial Dragons.
Representatives from fifty nations gather at Sacred Marijoa for the Reverie. Princess Shirahoshi meets several of Luffy's allies but is attacked by Saint Charlos, prompting Saint Mjosgard to intervene. The Revolutionary Army infiltrates the gathering to rescue the enslaved Bartholomew Kuma, while the Empty Throne is revealed to have a secret occupant before whom the Five Elders kneel.
Elsewhere, Marco asks Cat Viper to deliver a message to Luffy in Wano. Roronoa Zoro, Nico Robin, Franky, and Usopp adopt local identities while awaiting their allies, but Zoro's confrontation with a corrupt magistrate threatens their cover. The remaining Straw Hats then approach Wano through its dangerous surrounding waters.
