The Straw Hats have successfully freed the people of Dressrosa from Doflamingo's tyrannical grip, but escaping the island presents another challenge. With some of the Navy's strongest officers pursuing them, Monkey D. Luffy and his crew need the assistance of their new allies to reach the open sea.
Their departure from Dressrosa establishes a powerful new alliance and marks the beginning of a wider struggle among the world's major powers. The Straw Hats then travel to Zou, an extraordinary island carried across the ocean on the back of a colossal elephant, where they encounter the mysterious mink tribe and search for their missing crewmates.
As Admiral Fujitora moves to arrest the pirates, Luffy reunites Rebecca with Kyros and helps them escape public attention. The Straw Hats flee Dressrosa with assistance from the Tontatta tribe and the former Corrida Coliseum fighters. Fujitora confronts Luffy but ultimately allows the island's citizens to obstruct his pursuit, recognizing that the pirates have become Dressrosa's heroes.
At sea, seven pirate captains attempt to pledge themselves and their combined forces to Luffy. Although he refuses formal command, they drink their cups regardless and establish the Straw Hat Grand Fleet. Donquixote Doflamingo, meanwhile, predicts an approaching struggle for supremacy among the world's pirates, Marines, revolutionaries, and other powers.
The Straw Hats then reach Zou, a civilization built atop the immense elephant Zunesha. After climbing to its back, they discover the devastated Mokomo Dukedom and encounter the mink tribe. The minks welcome them as friends because Nami, Tony Tony Chopper, Brook, and Sanji previously helped save their people, but the reunion reveals that Sanji is no longer on the island.
