With Luffy unable to use Haki for ten minutes, Gatz and the Corrida Coliseum fighters protect him from Doflamingo's forces. King Riku inspires Dressrosa's citizens to resist the contracting Birdcage, while Roronoa Zoro, the Marines, and the remaining warriors struggle to slow its advance. Rebecca confronts Doflamingo under his control, but Trafalgar Law exchanges places with her and helps Luffy return to the battlefield.

Luffy restores Gear Four and defeats Doflamingo with Gum-Gum King Kong Gun, destroying the underground port and ending the Birdcage. Dressrosa celebrates its liberation as Admiral Fujitora publicly apologizes to King Riku for the World Government's failure to stop Doflamingo. News of the Warlord's defeat spreads worldwide, disrupting conflicts and criminal enterprises dependent on his weapons.

Sabo recounts how he survived the attack on his childhood boat, lost his memories, and joined the Revolutionary Army. Elsewhere, the separated Straw Hats encounter members of the Beasts Pirates on Zou. The volume concludes with Kaido surviving a fall from a sky island and confronting the Kid, Hawkins, and On Air pirate alliance.
