Operation S.O.P. is in full effect as Usopp and his allies search for a way to reverse the power that transformed many of Dressrosa's people into toys. Meanwhile, Monkey D. Luffy advances toward the royal palace with the goal of defeating the source of the kingdom's suffering, Donquixote Doflamingo.
Across the island, the rebellion moves into its decisive stage. The Corrida Coliseum tournament reaches its final round, the Tontatta warriors infiltrate the underground trade port, and the forgotten citizens of Dressrosa approach the moment when their stolen identities may finally be restored.
The Tontatta warriors, Nico Robin, Usopp, and the Thunder Soldier enter Dressrosa's underground trade port to execute Operation Dressrosa S.O.P. Their objective is to incapacitate Sugar, which would release every person transformed into a toy and restore the population's erased memories. Above ground, Franky creates a diversion at the Toy House while Luffy, Roronoa Zoro, and Kin'emon infiltrate the palace.
The Corrida Coliseum final begins with Sabo, disguised as Lucy, competing against Rebecca, Bartolomeo, Jesus Burgess, and Diamante. Elsewhere, the Thunder Soldier's memories reveal his former life as Kyros, his relationship with Princess Scarlett, and the tragedy that separated him from his daughter.
Operation S.O.P. collapses when Sugar transforms the Tontatta attackers into toys and Usopp is defeated. However, Sugar is accidentally rendered unconscious by Usopp's agonized expression after she forces him to eat the prepared Tatababasco grape. Her power is undone across Dressrosa, restoring the toys to human form and returning the world's memories of them—including Kyros, who immediately resumes his attack on Doflamingo.
