Things are looking grim on Punk Hazard as deadly gas released by a mad scientist envelops the island. Monkey D. Luffy and the rest of the Straw Hat Pirates must defeat Caesar Clown and escape to safety before the gas reaches them.
Their mission becomes increasingly dangerous as the laboratory fills with poison, the captive children succumb to the effects of Caesar's experiments, and powerful enemies attempt to preserve the underground operation hidden on the island.
The Straw Hat Pirates, the G-5 Marines, and their allies race through Caesar Clown's laboratory as the Shinokuni gas spreads inside. Sanji protects the Marines from Vergo, while Trafalgar Law separates from the group to destroy the SAD production facility. Luffy confronts Caesar Clown, but Monet interferes and sends him into an underground refuse chamber.
There, Luffy meets Momonosuke, Kin'emon's missing son, who has transformed into a dragon after eating an artificial Devil Fruit created by Vegapunk. As they escape, Tony Tony Chopper, Nami, and the Marines struggle to prevent the drug-dependent children from reaching Caesar's candy. Mocha consumes the entire supply herself, allowing the others to receive treatment.
Law regains his stolen heart with Smoker's assistance and defeats Vergo, cutting apart both his opponent and the SAD facility. He reveals that Caesar's substance is required to manufacture SMILE artificial Devil Fruits for Donquixote Doflamingo and Kaido. Luffy then overwhelms Caesar, while the destruction of SAD threatens the balance of power within the New World.
