As the adventures continue on Punk Hazard, Monkey D. Luffy decides to form an alliance with Trafalgar Law. Before their combined forces can challenge one of the Four Emperors, however, Luffy must convince the rest of the Straw Hat Pirates to accept the plan.
The new alliance also faces the immediate threat posed by Caesar Clown, whose experiments have endangered the children imprisoned on the island. As Caesar prepares to demonstrate a deadly new weapon, pirates and Marines alike become trapped in his scheme.
Law proposes an alliance aimed at defeating one of the Four Emperors, and Luffy immediately accepts. Their first objective is to capture Caesar, whose production of artificial Devil Fruits makes him essential to the larger plan. The Straw Hats divide into teams to recover the drug-dependent children, reunite the dismembered samurai Kin'emon, and apprehend the scientist.
Caesar uses his Gas-Gas Fruit powers to suffocate Luffy's group, while the mysterious Marine officer Vergo incapacitates Law and reveals his connection to Donquixote Doflamingo, known within the underworld as Joker. Luffy, Law, Smoker, Tashigi, Nico Robin, and Franky are imprisoned as Caesar prepares to broadcast his latest weapon to underworld brokers.
Caesar transforms his poisonous pet Smiley into Shinokuni, a gas that petrifies anyone it touches. The weapon begins spreading across Punk Hazard, forcing the Straw Hats, Marines, children, and surviving centaurs toward the laboratory. Law engineers the captives' escape, and the opposing groups temporarily cooperate as they race inside before the deadly cloud consumes the island.
