Pirates vs. CP9

The Straw Hat Pirates enter the Tower of Law and learn that CP9's members carry five keys, only one of which can unlock Robin's Seastone handcuffs. As the crew separates to confront the assassins, Monkey D. Luffy pursues Robin, Spandam, and Lucci Rob toward the Gates of Justice. Lucci remains behind to stop him, beginning the decisive confrontation between CP9's strongest agent and the Straw Hat captain.

Inside the tower, the initial matchups place several Straw Hats at severe disadvantages. Sanji refuses to strike Kalifa and is defeated, while Nami becomes trapped with Kumadori before exchanging opponents with him. Franky battles Fukurou throughout the tower and ultimately defeats him after replenishing his cola reserves.

Kumadori's attacks force Tony Tony Chopper beyond his limits. Unable to win normally, Chopper consumes a third Rumble Ball and transforms into an uncontrollable giant monster, defeating Kumadori but endangering everyone nearby. Meanwhile, Spandam accidentally activates the Golden Transponder Snail, summoning a Buster Call that will destroy Enies Lobby without distinguishing between allies and enemies.
