Monkey D. Luffy and his companions attempt to stop Robin from leaving with CP9, but the government agents overwhelm them using the superhuman martial arts collectively known as the Six Powers. Lucci Rob reveals his Cat-Cat Fruit, Model: Leopard abilities before CP9 throws Luffy and Roronoa Zoro from Galley-La headquarters and departs to locate Franky, whom the agents have identified as the keeper of Pluton's blueprints.

At the warehouse beneath the bridge, Franky shelters Usopp and the Going Merry. He explains that the ship cannot be repaired and identifies the mysterious figure Usopp once saw repairing it as a Klabautermann, a spirit said to inhabit a vessel deeply loved by its crew. Franky then recounts his childhood as Cutty Flam, an apprentice of the legendary shipwright Tom alongside Iceburg.

Tom was condemned for building the Oro Jackson, the ship of the Pirate King, but received a temporary reprieve to construct the Puffing Tom sea train. After completing it, Tom's Workers were framed for attacking Water Seven with vessels built by Franky. Tom accepted responsibility to protect his apprentices and was taken away for execution, while Franky was critically injured trying to stop the sea train carrying him. The flashback reveals the origin of Franky's cyborg body and his responsibility for safeguarding the Pluton blueprints.
