The Ninth Justice

As the citizens and Galley-La shipwrights pursue the Straw Hats, Monkey D. Luffy and Franky continue their destructive confrontation at Dock No. 1. After escaping, Luffy reunites with Nami, who reports that Robin has seemingly chosen to leave the crew. Refusing to accept the situation without hearing directly from her, the Straw Hats infiltrate Galley-La headquarters during a second attempt on Iceburg's life.

Inside the mansion, masked intruders search for the blueprints to Pluton, an ancient weapon whose plans have been protected by Water Seven's shipwrights. Robin confirms that she is cooperating with the attackers, while Iceburg reveals that she possesses the ability to decipher the Poneglyphs and could therefore revive the ancient weapons. He also explains that the blueprints were preserved as a countermeasure against such a catastrophe.

The intruders reveal themselves as CP9 agents who have spent years operating undercover in Water Seven. Rob Lucci, Kaku, Kalifa, and Blueno are exposed as government assassins seeking the Pluton blueprints. By observing Iceburg's reactions, they deduce that the genuine plans were entrusted to Franky, whose original identity is Cutty Flam. Luffy and his companions then arrive to confront Robin and CP9.
