Monkey D. Luffy and Princess Shirahoshi leave Ryugu Palace and head toward the mysterious Forest of the Sea. Meanwhile, Fish-Man Island comes under attack as hostile forces move against the royal family.
After reuniting with Jinbe, the Straw Hat Pirates learn the history behind the hostility between humans, fish-men, and merfolk. The intertwined stories of Queen Otohime and Fisher Tiger reveal two very different attempts to overcome generations of discrimination and hatred.
Luffy takes Shirahoshi outside the Hard-Shell Tower for the first time in years and escorts her toward the Forest of the Sea. Elsewhere, Hody Jones and Vander Decken IX form an alliance to overthrow the Ryugu Kingdom. The New Fish-Man Pirates invade the palace, while the scattered Straw Hats escape their pursuers and gradually regroup with Jinbe.
At the Forest of the Sea, Jinbe explains his connection to Arlong and recounts Fish-Man Island's troubled history. Fisher Tiger, once enslaved by the World Nobles, liberated captives from Mary Geoise and founded the Sun Pirates. Although he opposed killing humans, his experiences left him unable to overcome his own hatred. After returning the formerly enslaved Koala to her home, Tiger was betrayed and mortally wounded.
Queen Otohime pursued reconciliation through peaceful activism, gathering support for migration to the surface and protecting the World Noble Mjosgard. Her efforts finally earned widespread public support, but she was assassinated before her petition could be delivered. Her children concealed Shirahoshi's role as the ancient weapon Poseidon and pledged to preserve their mother's ideals.
