The Straw Hat Pirates finally reach the Sabaody Archipelago, the last stop before the New World. What begins as a search for a ship coating mechanic quickly grows more complicated as the crew becomes entangled with bounty hunters, slavery, and the social hierarchy that governs the World Government's domain. At the same time, numerous infamous rookie pirates converge on the archipelago, setting the stage for a gathering unlike any seen before.
After defeating the Flying Fish Riders, the Straw Hats gain an unexpected ally in Duval, whose appearance has been permanently altered by Sanji's kick. With the assistance of Keimi, Pappag, and Hatchan, the crew heads toward the Sabaody Archipelago in search of a ship coater capable of preparing the Thousand Sunny for the journey to Fish-Man Island.
Upon arriving at Sabaody, the crew discovers an island divided into numbered mangrove groves where pirates, merchants, slave traders, and nobles coexist under the protection of the World Government. Hatchan explains the terrifying authority of the Celestial Dragons, whose status places them above ordinary law. As the Straw Hats split into smaller groups to explore the island, they begin encountering the darker realities of human trafficking and the slave trade.
Luffy eventually reaches Shakky's Rip-Off Bar, where Shakuyaku introduces him to the eleven rookie pirates whose bounties exceed 100 million berries. Their simultaneous arrival at Sabaody establishes a new generation of rising pirates whose presence is already beginning to reshape the balance of power on the Grand Line.
