Rouvelier is severe, calculating and openly willing to use coercion. He considers sentiment dangerous when it interferes with the Black Order's military objectives and has little patience for Komui Lee's efforts to protect the Exorcists from Central's demands.
His ruthlessness is tied to a larger utilitarian outlook rather than simple cruelty. Rouvelier believes humanity faces extinction and therefore treats extreme experiments and personal sacrifices as acceptable if they increase the probability of defeating The Millennium Earl.
He is also politically astute. His intimidating manner, knowledge of classified history and control over Central's agents allow him to pressure even senior Black Order personnel.

Rouvelier is not an Exorcist and does not wield Innocence. His power comes from his position within Central and the Rouvelier family's longstanding influence over the Black Order.
He possesses extensive knowledge of classified Order projects, including research that ordinary Exorcists and many staff members are not permitted to access. He commands personnel from Central and can investigate, confine or overrule members of the Order through institutional authority.
Rouvelier also demonstrates formidable composure. He can remain focused during supernatural crises and is prepared to place himself in dangerous environments when his objectives require it.

Rouvelier arrives at headquarters following the struggle over Noah's Ark and begins investigating Allen Walker, Cross Marian and the implications of the Fourteenth Noah. He restricts Cross's movements and places Howard Link around Allen as an observer.
He also pushes the Order toward more aggressive military solutions. When Lenalee Lee's Innocence becomes unresponsive, Rouvelier pressures her to invoke it despite the danger, using Komui Lee's sacrifices on her behalf as emotional leverage.
Rouvelier becomes one of the principal supporters of the Third Exorcist project, which implants Akuma-derived material into humans to create fighters capable of destroying Akuma without conventional Innocence. The project ends disastrously when the Noah exploit the Akuma cells and several Third Exorcists turn against the Order.
His suspicions about Allen intensify as Nea's personality begins emerging. Rouvelier supports treating Allen as a potential Noah threat rather than trusting him as an Exorcist, contributing directly to the conditions under which Allen eventually leaves the Black Order.

Howard Link serves directly under Rouvelier and is assigned to monitor Allen. Rouvelier trusts Link with sensitive missions and expects him to place Central's objectives above personal attachment.
Komui Lee repeatedly clashes with Rouvelier over the treatment of Exorcists. Komui prioritizes their welfare, while Rouvelier is willing to sacrifice individuals for strategic advantage.
Allen Walker becomes a major subject of Rouvelier's scrutiny because of his connection to the Fourteenth Noah. Rouvelier increasingly treats Allen as a potential enemy from within rather than simply an Exorcist under investigation.
Cross Marian possesses information about the Fourteenth that Rouvelier wants controlled. Rouvelier restricts him after his return to headquarters and attempts to extract information about the Ark and Nea.
Lenalee Lee is subjected to Rouvelier's pressure when her Innocence refuses to activate normally. His willingness to force the issue illustrates the conflict between Central's military priorities and the Exorcists' personal safety.
