Jugemu is aggressive, loyal to his family, and willing to use violence against anyone interfering with the Kitous' affairs. He follows Naki's leadership and participates without hesitation in the family's attacks.
His behavior demonstrates the insularity of the clan. Outsiders are not treated as people whose rights must be respected but as potential threats to a system the Kitous believe has protected their community for generations.
Jugemu is rarely separated from his relatives, so his personality is expressed principally through the family's collective behavior. Loyalty, hostility toward intruders, and reverence for the creature beneath the village define his actions.

Jugemu is a Subterranean with physical capabilities beyond those expected of an ordinary landlord. He is strong enough to participate in direct combat against Momo and her supernaturally empowered companions.
His primary combat method is hand-to-hand fighting. He does not display a distinct supernatural technique comparable to Momo's psychokinesis or Okarun's transformation.
Jugemu benefits from fighting beside several relatives with similar abilities. The Kitous frequently swarm opponents and combine their physical attacks rather than engaging in elaborate individual techniques.

Jugemu is introduced as one of the Kitous observing the arrival of Momo and Okarun at Jiji's home. The family becomes increasingly hostile as the visitors investigate the strange phenomena surrounding the property.
He participates in the attacks that eventually drive the protagonists underground, where the actual source of the village's supposed Tsuchinoko legend is uncovered.
The family is revealed to consist of Subterraneans who have maintained a system of human sacrifice. The enormous Mongolian Death Worm they worship is linked to the village's volcanic activity, explaining why the Kitous believe feeding it is necessary.
Jugemu remains associated with the Kitou Family after the Cursed House incident and reappears as the clan continues its feud with Momo's group.
