Sasuke continues his assault on the Five Kage Summit, surviving attacks from the Mizukage and Tsuchikage before being rescued by Tobi. Addressing the Kage, Tobi explains his Eye of the Moon Plan and demands custody of Naruto and Killer B. When the leaders refuse, he declares the beginning of the Fourth Great Ninja War. The Five Kage respond by forming an Allied Shinobi Forces, while Danzō abandons the summit and attempts to return to Konoha.

Elsewhere, Sakura Haruno tells Naruto Uzumaki that she loves him and asks him to abandon his pursuit of Sasuke. Naruto recognizes that she is concealing her true intentions and rejects the confession.

Kisame confronts Killer B and uses Samehada to absorb the jinchūriki’s chakra. He merges with the sword and traps B inside a massive water prison, but Samehada ultimately turns against him after developing an attachment to B’s chakra. The Fourth Raikage arrives with reinforcements, and the brothers apparently kill Kisame with a coordinated attack.
