Kisaragi is introduced among the prominent people connected to the Nishitama Twin Towers. His latest Mount Fuji painting is intended to be one of the centerpiece works presented during the building's opening party.

When Oki is murdered, Kisaragi becomes one of the people with access to the unopened building and therefore one of the suspects. Further deaths keep him within the investigation as Conan studies the significance of broken sake cups left at the scenes.

Kisaragi is exposed as the murderer of Iwamatsu Oki and Mio Tokiwa. His motive is the construction of the Twin Towers, which split and obstruct the view of Mount Fuji from his home. He uses the murders as revenge against people responsible for the project and incorporates the divided image of Fuji into his clues.

Yoshiaki Hara's murder, however, is separate from Kisaragi's killings and is committed by Gin because of Hara's involvement with the Black Organization's data.
