Goemon is vain, insincere and preoccupied with his public image. Around Terakado Tsuu, he adopts exaggerated old-fashioned speech and repeatedly uses "gozaru," but this verbal affectation disappears when he speaks privately.
His romantic interest in Tsuu is similarly shallow. He treats dating a popular idol as entertainment rather than a serious commitment, demonstrating little appreciation for the consequences that a public scandal could have on her career.
Despite his confident celebrity persona, Goemon is far less composed when genuinely threatened. Shimura Shinpachi's furious response to discovering his intentions frightens him badly.

His handsome appearance and deliberately theatrical samurai persona contribute to his celebrity image. The archaic speech he uses publicly is performative rather than evidence of an actual samurai background.

Goemon becomes involved with Tsuu, and their relationship is exposed by the press. The scandal threatens Tsuu's popularity and prompts concern from her mother and manager, Terakado Ichi.
In the manga, Goemon is responsible for threatening letters intended to help bring about the end of the relationship. Shinpachi discovers that Goemon never regarded Tsuu seriously and attacks him in anger.
The anime changes part of this storyline. There, Ichi is responsible for the threatening incidents intended to separate Tsuu and Goemon, while Goemon's established wrongdoing is primarily that he has been playing with Tsuu's feelings.
A later newspaper report indicates that Goemon marries another woman in what appears to be a shotgun marriage.

Terakado Tsuu dates Goemon, but his feelings do not match the seriousness of the public relationship. His treatment of her eventually exposes the difference between his polished persona and his private intentions.
Shimura Shinpachi is one of Terakado Tsuu's most devoted fans. When he learns how casually Goemon has treated her, his anger terrifies Goemon and brings their relationship to an abrupt confrontation.
Terakado Ichi strongly distrusts Goemon and believes he is harmful to her daughter's career and emotional well-being. In the anime adaptation, she engineers the threatening incidents intended to break the couple apart.
