The two share enough trust for Takehisa Hinawa to challenge Akitaru Oubi when he believes the captain is being overly emotional or impractical. Oubi does not interpret this disagreement as disloyalty and regularly relies on Hinawa's tactical judgment.

Their backgrounds also complement each other. Akitaru Oubi comes from conventional firefighting, while Takehisa Hinawa brings military training and a Second Generation ability. Together they create a company capable of investigating both civilian fire incidents and organized armed threats.

Shinra Kusakabe joins Company 8 as a new recruit carrying twelve years of guilt and suspicion surrounding his family's fire. Akitaru Oubi takes Shinra's desire to become a hero seriously rather than mocking the ambition.

Oubi becomes one of the first authority figures to judge Shinra Kusakabe primarily by his actions. This matters to a teenager who has spent years being associated with the word "devil" because of his nervous smile and the circumstances surrounding his childhood tragedy.

When Shinra Kusakabe's search for the truth creates dangerous personal decisions, Akitaru Oubi tries to balance the recruit's emotional needs against his responsibilities as a firefighter.

Arthur Boyle presents a different challenge. Akitaru Oubi accepts Arthur Boyle's eccentric knight persona because the young soldier remains capable and fundamentally committed to protecting people.

Oubi rarely attempts to eliminate Arthur's unusual worldview entirely. Instead, he directs Arthur's confidence toward useful work while relying on Hinawa and the rest of the unit to contain its more disruptive effects.

Iris serves as Company 8's sister. Akitaru Oubi treats Iris's religious function as essential rather than ceremonial because the company believes Infernals should be given dignity at the moment of death.

Her prayers reinforce Oubi's distinction between firefighting and extermination. An Infernal is still understood as a human victim of Spontaneous Human Combustion.

Tamaki Kotatsu becomes increasingly connected to Company 8 after the corruption surrounding Company 1 is exposed. Akitaru Oubi provides Tamaki Kotatsu with a safer environment in which to recover and continue developing as a firefighter.

Viktor Licht joins Company 8 as a scientist whose affiliations initially make him difficult to trust. Akitaru Oubi understands that Viktor Licht's connection to Hajima Industries may create conflicts of interest, but his knowledge of combustion and Adolla is too valuable to dismiss.

Oubi therefore manages Licht cautiously rather than blindly accepting or rejecting him. Their relationship reflects Company 8's broader need to work with imperfect institutions while continuing to investigate them.

Vulcan Joseph becomes Company 8's engineer after repeated conflict surrounding his mechanical expertise. Akitaru Oubi gives Vulcan Joseph a place where his inventions can support people rather than the institutions his family has learned to distrust.

Vulcan's arrival is especially valuable to Oubi because a non-pyrokinetic captain depends heavily on reliable equipment. His engineering broadens Company 8's ability to survive encounters with increasingly powerful enemies.

Lisa Isaribi later becomes associated with Company 8 through Vulcan. Akitaru Oubi accepts Lisa Isaribi despite her complicated relationship with the White-Clad, reflecting his willingness to distinguish a person's choices from the circumstances under which they were manipulated.

Leonard Burns represents a very different model of captaincy. Akitaru Oubi respects Leonard Burns's immense ability but becomes increasingly opposed to his willingness to place religious obedience above transparent investigation.

The contrast between them becomes ideological as much as tactical. Oubi believes institutions must justify themselves through the people they protect; Burns increasingly accepts a structure in which divine authority can supersede ordinary judgment.

Benimaru Shinmon commands Company 7 and operates with considerable independence from the Tokyo Empire's central institutions. Akitaru Oubi develops mutual respect with Benimaru Shinmon even though their personalities and methods differ.

Oubi recognizes Benimaru as one of the strongest firefighters in the Empire, while Benimaru respects Company 8's willingness to investigate uncomfortable truths rather than simply obey central authority.

Princess Hibana initially becomes an opponent during Company 8's investigation into Company 5. Akitaru Oubi objects to Princess Hibana's willingness to treat human subjects and Infernals as research material.

After the confrontation changes Company 5's relationship with Company 8, the two captains become allies in the larger investigation.

Soichiro Hague represents Company 4 within the wider Fire Force structure. Akitaru Oubi works with Soichiro Hague as cooperation among the companies becomes necessary to understand Adolla and the wider conspiracy.

Joker operates outside the Fire Force hierarchy and shares Company 8's interest in exposing hidden information. Akitaru Oubi never treats Joker as an ordinary ally, but information supplied by him contributes to the investigation of the Holy Sol Temple.

Giovanni becomes one of Company 8's principal enemies. Akitaru Oubi opposes Giovanni's willingness to betray firefighters, experiment on people and serve the White-Clad's Cataclysm objectives.

Their conflict also becomes personal through Giovanni's treatment of Vulcan and the history surrounding Vulcan's family.

Discovering that members of the Special Fire Force may be deliberately causing combustion confirms Oubi's fears that the organization's problems extend beyond simple rivalry among companies.

As Company 8 learns about the White-Clad, its mission changes again. Artificial Infernal creation leads to the Evangelist, the Adolla Burst and preparations for another Great Cataclysm.

Oubi remains necessary precisely because he is not personally tied to those supernatural mechanisms. Shinra becomes a Pillar, Arthur pursues increasingly extraordinary power and other members encounter Adolla directly, while Oubi continues evaluating the crisis through human consequences.

His willingness to cooperate with Companies 4, 5 and 7 also helps transform Company 8 from a small investigative unit into part of a broader alliance.

When the government turns against Company 8, Oubi's leadership becomes the reason the company survives as a coherent organization rather than scattering. He chooses the truth they have uncovered over institutional obedience.

The White-Clad later recognize Oubi himself as an important strategic target because destroying Company 8's captain could break the morale and unity surrounding Shinra. His significance therefore becomes psychological and organizational rather than supernatural.

During the final Cataclysm, Oubi continues functioning as the human commander of Company 8 even as the conflict reaches a scale far beyond conventional firefighting. His presence preserves the group's original identity while its strongest members fight phenomena connected to Adolla and humanity's collective perception.

Oubi begins the story with most of his defining principles already formed. Unlike younger characters such as Shinra, his development does not primarily involve discovering what kind of person he wants to become.

Instead, the story repeatedly tests whether those principles survive increasingly severe consequences.
