Tsue Kamimutsuro

Kamimutsuro is playful, shy and deeply respectful of martial arts. She draws a firm distinction between fighting as disciplined competition and violence intended simply to injure another person.

Her shyness manifests unusually. Rather than communicating straightforwardly, she sometimes uses cats and ventriloquism to play tricks on people, creating a much more eccentric impression than her serious responsibilities would suggest.

When supervising martial competition, Kamimutsuro takes participant safety seriously. She is willing to stop a contest rather than allow athletes to suffer unnecessary harm.

Kamimutsuro is one of Hakoniwa Academy's strongest conventional fighters. Her karate is powerful enough for her to exchange punches with Medaka without immediately collapsing, and Kouki Akune ranks her among the academy's ten strongest combatants.

Her physical conditioning, striking power and technical martial-arts experience make her dangerous without requiring an Abnormality or Minus.

Kamimutsuro is also skilled at ventriloquism and can use animals, particularly cats, as part of the act. This talent is primarily playful rather than combative.

Kamimutsuro becomes prominent during the succession trials, where the committee chairmen test candidates through challenges connected to their respective specialties.

Her trial emphasizes martial arts and the distinction between winning a match and simply hurting an opponent. Shori Wanizuka and Akune become particularly important participants in the exercise.

Kamimutsuro later joins the other committee chairmen during Medaka's 100 Flowers Run. Ten years afterward, she is shown working as a trapeze artist in a North American circus.

Medaka Kurokami is Kamimutsuro's regular brawling partner and one of the few people against whom her exceptional physical ability can be tested fully.

Kouki Akune participates in Kamimutsuro's succession trial and recognizes her as one of Hakoniwa Academy's strongest fighters.

Shori Wanizuka participates alongside Akune in Kamimutsuro's trial. Kamimutsuro uses the exercise to test Shori Wanizuka's relationship with martial arts and competition.

Aoki Aka, Konomi Mera, Kuroudo Iizuka and Uzume Megusuno are fellow committee chairmen involved in the succession process.
