Tokemichi Choujabaru

Choujabaru is strict, disciplined and almost impossibly impartial. Rules matter more to him than personal preference, pressure or popularity, and he refuses to manipulate his judgments simply because one participant is a friend or especially powerful.

His loyalty to Kiruko Tachiarai, the Election Management Committee chairwoman, is equally strong. He respects her authority and accepts her decisions even when she is not personally present to deliver them.

Despite his austere public demeanor, Choujabaru is capable of ordinary friendship. His personality makes him one of the few people who gets along personally with Myouri Unzen.

Fairness is Choujabaru's Abnormality and makes him completely impartial. Rather than simply being an ethical preference, his neutrality is treated as an extraordinary characteristic that makes biased judgment effectively impossible for him.

He also possesses considerable physical strength. Choujabaru can stop a sudden attack from Kumagawa using only two fingers, demonstrating that his role as an official does not make him defenseless against the dangerous students whose contests he oversees.

Although his eyes remain covered, he is still capable of perceiving events around him, indicating that the committee's eye covering does not prevent him from performing his duties.

Choujabaru becomes prominent when Kumagawa's Student Council challenges Medaka's administration. Because neither side can reasonably be trusted to judge its own competition, Choujabaru provides the neutral authority required to conduct the election battles.

He enforces rules even when doing so inconveniences the protagonists and formally determines winners according to the agreed conditions rather than personal preference.

His position continues to make him relevant whenever Hakoniwa Academy's political conflicts require someone whose neutrality can be trusted.

Kiruko Tachiarai is Choujabaru's superior on the Election Management Committee. He is intensely loyal to Kiruko Tachiarai and defers to her judgment.

Myouri Unzen is Choujabaru's friend, with Choujabaru notably described as his only male friend.

Medaka Kurokami accepts Choujabaru's impartiality when he oversees the conflict between the competing Student Councils.

Misogi Kumagawa likewise recognizes Choujabaru as sufficiently neutral to judge the election battles despite Choujabaru's willingness to restrain him when necessary.
