Myouri Unzen

Unzen is cynical, ruthless and fiercely proud of his work as an Enforcer. Where Medaka begins from the assumption that people are fundamentally good, Unzen believes people are naturally evil and that maintaining order therefore requires excessive force. He does not claim that his philosophy makes him righteous; he simply regards harsh enforcement as necessary.

Despite his brutality, Unzen cares about his subordinates. He is protective of younger committee members and can be considerably more forgiving toward them than his public reputation suggests. His behavior is also markedly immature in some areas, reminding those around him that his extraordinary intellect has not changed the fact that he is only ten.

He particularly dislikes hypocrisy. Unzen is willing to admit the ugliness of his own methods rather than disguise violence as kindness, which contributes to his initial hostility toward Medaka's apparently limitless benevolence.

Unzen is an Abnormal with extraordinary speed, reflexes and combat ability. His primary weapons are Super Balls, small elastic balls that he launches at extreme velocity. Individually they can cause serious damage; in large quantities they become a barrage capable of overwhelming multiple opponents.

He also uses balls containing explosives, allowing him to turn enclosed environments into traps. His calculations and precision enable him to predict trajectories and exploit ricochets, making seemingly simple projectiles difficult to evade.

Unzen's most dangerous weapon is his Super Ball-sized Bouncy Ball, an exceptionally destructive projectile. His intelligence is equally important to his combat style: he analyzes opponents quickly and builds attacks around their expected responses rather than relying solely on raw force.

Unzen first becomes a major obstacle after the Public Morals Committee's attempts to discipline the Student Council repeatedly fail. He decides to handle Medaka personally, escalating a dispute over school regulations into a destructive confrontation between two radically different ideas about human nature.

His defeat does not remove him from the story. Unzen's experience with Class 13 makes him a valuable source of information when the Flask Plan becomes central, and he explains aspects of Abnormality to Zenkichi.

Unzen later joins the Loser Team assembled to confront Class -13, fighting alongside people he once opposed. His transition from primary antagonist to irregular ally does not erase his cynical worldview, but it demonstrates his willingness to cooperate when circumstances demand it.

Medaka Kurokami is Unzen's ideological opposite. He believes Medaka Kurokami's faith in humanity is dangerously naive, while she refuses to accept his belief that people are fundamentally evil.

Fue Yobuko is Unzen's second-in-command and closest partner within the Public Morals Committee. He is unusually comfortable around Fue Yobuko, frequently sitting with her and relying on her assistance.

Myouga Unzen is Unzen's older sister and another powerful Abnormal. Despite being younger, Unzen is considerably more disciplined and strategically minded than Myouga Unzen.

Tokemichi Choujabaru is Unzen's friend and notably the only male student with whom he is described as having a friendship.

Harigane Onigase serves under Unzen on the Public Morals Committee. Although he can be harsh, he shows concern for Harigane Onigase and his other subordinates.
