Tachiarai is extraordinarily lazy and sleeps for around twenty-two hours a day. For most of the story, nobody has even seen her stand on her own feet; she handles her responsibilities from a body pillow rather than spending unnecessary energy on ordinary movement.
Her laziness conceals an exceptional intellect. Tachiarai rapidly understands complicated strategies and can recognize motives that other committee chairmen miss. She has no difficulty performing her job when it actually requires her judgment; she simply refuses to waste effort on anything she considers unnecessary.
She is also playful and flirtatious, complimenting attractive students and developing an interest in Kumagawa. Beneath the sleepy cheerfulness is a much more intimidating side that appears when someone seriously underestimates her.

Tachiarai is an Abnormal, although the manga does not assign her a conventional named Abnormality comparable to the combat skills of Class 13.
Her defining ability is her extraordinary intelligence. She can follow complicated election strategies immediately and sees through psychological games that fool other highly capable students.
Tachiarai's extreme inactivity is therefore not evidence of incompetence. She possesses considerable ability but deliberately refuses to exert herself unless a situation gives her sufficient reason.

As Election Management Committee chairwoman, Tachiarai has authority over Hakoniwa's elections and the rules governing them. She approves exceptional participation when committee procedure allows it and validates the paperwork enabling Kumagawa to enter the President's Battle.
She later administers one of the Candidate Student Council trials, where her understanding of voting behavior allows her to recognize Akune's strategy almost immediately.
Tachiarai becomes the only committee chairperson who wants Kumagawa to join her committee. Her attraction to him eventually motivates her to stand on her own feet publicly for the first time when she serves as announcer for Hakoniwa's hundredth Student Council election.

Tokemichi Choujabaru works with Tachiarai in the Election Management Committee and consults her on matters requiring the chairwoman's authorization.
Misogi Kumagawa attracts Tachiarai's attention during the succession trials. Her interest in Kumagawa becomes strong enough to motivate the famously inactive chairwoman to stand.
Kouki Akune impresses Tachiarai with his strategy during her voting trial, and she also openly comments on his appearance.
Shori Wanizuka, Ima Takarabe and Misogi Kumagawa participate alongside Akune in the voting problem Tachiarai oversees.
Medaka Kurokami's succession project brings Tachiarai into direct involvement with the Candidate Student Council.
