Rowan Pidgeon

Rowan is talkative, opportunistic and commercially minded. He looks for ways to turn the personalities and appetites of Roanapur's inhabitants into income, and his repeated attempts to recruit Revy show both his persistence and his questionable sense of boundaries.

He can nevertheless show concern toward people he knows. Rowan recognizes Rock's discomfort with Roanapur and offers him help if the former salaryman ever finds himself in serious trouble.

His bravado disappears when confronted with people substantially more powerful than himself. Balalaika frightens him, and Rowan understands that his position as a local businessman offers little protection if he attracts Hotel Moscow's hostility.

Rowan has no established exceptional combat abilities. His effectiveness comes from operating a business within Roanapur and maintaining contacts among criminals, mercenaries and other people who use the city's nightlife.

He is socially perceptive enough to recognize changes in people around him, particularly Rock's uneasy adjustment to the city. That awareness helps him survive in an environment where understanding another person's position can matter more than physical strength.

Rowan appears as part of Roanapur's adult entertainment scene and provides another recurring location within the city's criminal nightlife. His business relationship with the Lagoon Company places him in contact with Revy and Rock without making him part of their crew.

He repeatedly attempts to recruit Revy for GoofFest, particularly for work catering to customers interested in bondage. Revy consistently rejects the proposition.

Rowan's appearances primarily expand the everyday criminal environment surrounding the central cast. He is neither a major syndicate leader nor a frontline mercenary, but a businessman who has learned to operate beneath the larger powers controlling Roanapur.

Revy is a recurring target of Rowan's recruitment efforts. Rowan Pidgeon believes Revy could make money at GoofFest, while she has no interest in accepting his proposals.

Rokuro Okajima receives a more sympathetic response from Rowan. Recognizing Rokuro Okajima's discomfort with Roanapur, Rowan offers assistance if he ever needs it.

Balalaika terrifies Rowan because he understands the power of Hotel Moscow and the consequences of provoking its leader.
