Balalaika is disciplined, calculating and ruthlessly pragmatic. She approaches criminal operations much as she once approached military objectives: intelligence is gathered, responsibilities are assigned and violence is applied with purpose rather than for spectacle. She has little tolerance for incompetence or disrespect.
Her military identity remains central to her character. Balalaika takes pride in the soldiers who served with her and continues to regard them as comrades rather than disposable subordinates. The loyalty is reciprocal; the veterans of her unit follow her into Roanapur's criminal world with a degree of discipline unusual among the city's gangs.
She also possesses a severe personal code. Balalaika can be cordial with useful professionals such as Dutch and Rokuro Okajima, but friendliness never obscures the threat behind her authority. Once she decides that someone is an enemy, she is willing to pursue the matter with overwhelming force.

Balalaika received military training as an officer of the Soviet Airborne Forces and served in the Soviet-Afghan War. She is an accomplished marksman and sniper, having originally aspired to compete in Olympic shooting before her military career took a different course.
Her greatest strength is command. The former paratroopers forming the core of Hotel Moscow's Roanapur branch operate more like a military detachment than ordinary gangsters, and Balalaika coordinates them with professional battlefield discipline. Surveillance, ambushes, combined fire and carefully planned executions are all within her repertoire.
She is also a capable strategist outside direct combat. Balalaika understands Roanapur's balance of power and knows when negotiation is more useful than violence. Her ability to combine military force with political calculation makes Hotel Moscow one of the city's dominant organizations.

Balalaika is introduced as one of the Lagoon Company's most important clients and one of the major powers controlling Roanapur. Her working relationship with Dutch gives the crew access to lucrative contracts while also placing them near conflicts involving Hotel Moscow.
During the conflict involving the Romanian twins Hänsel and Gretel, Balalaika mobilizes her former soldiers after the killers target Hotel Moscow. The resulting hunt demonstrates the difference between ordinary Roanapur gangsters and the veterans under her command.
Her role expands considerably when Hotel Moscow moves into Japan. Balalaika brings her soldiers into conflict with the Washimine Group and treats the operation as a systematic campaign rather than a conventional gang dispute. Rock acts as her interpreter, giving him direct exposure to the uncompromising logic behind her decisions.
Balalaika remains an important part of Roanapur's balance of power during the later Lovelace conflict. Her willingness to deploy Hotel Moscow's resources means that even independent operators must account for her interests before acting inside the city.
