Personality
Rock is polite, observant and unusually reluctant to resort to violence. His years as a salaryman taught him to read social situations, tolerate difficult personalities and negotiate within rigid hierarchies. In Roanapur, those apparently mundane skills become valuable tools for dealing with criminals, mercenaries and organizations that cannot always afford to settle every disagreement through gunfire.
He initially retains a stronger conventional moral compass than his new companions. Rock is disturbed by casual killing and often tries to help people even when doing so offers him no financial benefit. His idealism repeatedly clashes with Revy's conviction that morality is a luxury maintained by people who have never been powerless.
Living in Roanapur gradually reveals another side of him. Rock discovers that he enjoys reading people, manipulating circumstances and taking risks through elaborate plans. The confidence he develops as a negotiator can become arrogance, particularly when he begins treating dangerous people as pieces in a strategy rather than individuals whose responses he cannot completely control.

Rock is not a professional fighter and generally does not carry a gun. His greatest abilities are linguistic, intellectual and social. His former work in international materials procurement gave him useful business knowledge, while his command of languages makes him particularly valuable during negotiations.
He is skilled at improvising plans under pressure. During his first encounter with the Lagoon Company, Rock devises a strategy using the Black Lagoon itself to counter a heavily armed pursuing helicopter, demonstrating that his usefulness extends beyond ordinary clerical work.
As he gains experience, Rock becomes increasingly adept at understanding motives and predicting how criminal organizations will respond to particular incentives. He can negotiate with people who would intimidate most civilians, using information and calculated risk in place of physical force.

Rock begins as an employee of Asahi Heavy Industries transporting a sensitive disc through Southeast Asia. The Lagoon Company attacks his vessel and takes him hostage, expecting his employer to pay for his return. Instead, company executive Kageyama authorizes measures that effectively abandon Rock in order to recover the stolen information and suppress the incident.
After surviving the resulting conflict, Rock rejects the opportunity to return to his previous existence. He joins the Lagoon Company and settles into Roanapur, where he handles negotiations, accounts, interpretation and other work requiring skills the more combat-oriented members lack.
His position between respectable society and organized crime remains central to his development. In Japan, he briefly returns to the country he abandoned and becomes involved in the conflict between Hotel Moscow and the Washimine Group, bringing him face-to-face with people whose circumstances force him to examine his claim that he can stand between two worlds.
During the later Lovelace conflict, Rock's strategic instincts become much more pronounced. He constructs a complicated plan involving several competing factions in an attempt to influence Roberta's fate, increasingly treating the crisis as a game whose pieces can be manipulated. The experience exposes how far his methods have moved from the straightforward idealism he displayed when he first arrived in Roanapur.

Revy kidnaps Rock during his first encounter with the Lagoon Company and later becomes his closest partner. Revy's cynicism and capacity for violence clash with Rock's preference for negotiation, but the two develop considerable trust and repeatedly influence one another's outlook.
Dutch accepts Rock into the Lagoon Company and recognizes that the former salaryman's skills fill a gap in the crew. Dutch generally allows Rock substantial freedom when dealing with clients and negotiations.
Benny shares Rock's position as one of the less combat-oriented members of the crew. Benny helps him understand the practical realities of life with the Lagoon Company, although he is generally more willing than Rock to accept the violence surrounding them.
Balalaika becomes one of the most powerful criminal figures with whom Rock regularly negotiates. Rock earns enough respect from Balalaika to speak with her directly, but their interactions never erase the enormous danger involved in crossing Hotel Moscow.
Yukio Washimine meets Rock during the Japan arc and shares with him the experience of standing between an ordinary life and the criminal underworld.
