Oudo Miyakonojou

Oudo genuinely believes himself to be a king and regards everyone else as naturally subordinate. His superiority complex is so extreme that he compares seeing the sunrise to the experience ordinary people have when looking in a mirror: the sun is one of the few things he considers worthy of comparison with himself.

His arrogance is not entirely voluntary. Oudo's Abnormality begins influencing his personality when he is still a child, and he spends years trying to control it. Rather than mastering the power, he gradually realizes that the ability has helped shape him into the domineering person he has become.

He can be callous even toward allies, treating other members of the Thirteen Party according to their usefulness. His composure is strongest while he feels unquestionably superior and deteriorates rapidly when confronted with evidence that another Abnormal might exceed him.

Weighted Words allows Oudo to generate and manipulate electricity and electrical signals. By interfering with a person's nervous system, he can override motor functions and force the target's body to obey commands such as kneeling or prostrating. The same electrical control can affect machines and other technology.

With sufficient concentration, Oudo can use the ability for brainwashing. His control is not absolute, however, and some exceptionally capable individuals can resist its effects.

Unreasonable Taxation is his hidden second application. By transmitting electromagnetic waves directly into another person's heart, Oudo can seize the pattern of that person's Abnormality and use the stolen ability himself. He claims to reproduce stolen abilities perfectly, although his own participation in the Flask Plan reflects the limitations of his control.

Oudo is one of the principal figures behind the Thirteen Party's confrontation with Medaka's Student Council. His encounter with Medaka immediately interests him because he sees her extraordinary ability and appearance as suitable for the queen of the world he imagines ruling.

His control over electrical signals makes him central to the Flask Plan's attempts to manipulate Medaka. He is paired with Yukuhashi because their complementary abilities create an unusually effective combination of sending and receiving electromagnetic information.

During the final confrontation in the underground facility, Oudo takes Koga's enhanced abilities with Unreasonable Taxation and attempts to overpower Medaka. Discovering that Medaka's The End surpasses his own Abnormality finally shatters his certainty that he stands above everyone else, and he concedes after she forces him to confront his actions.

Oudo subsequently abandons his earlier role as an antagonist and becomes considerably less egotistical. Ten years later, he and Yukuhashi work in the Flask Plan's energy-development department, and Oudo can no longer use his Abnormality.

Mizou Yukuhashi is Oudo's closest partner. Their Abnormalities cancel or complement one another in ways that allow Mizou Yukuhashi to remain beside Oudo without simply becoming another victim of his overwhelming presence.

Medaka Kurokami fascinates Oudo because her abilities challenge his belief in his own supremacy. He initially wants Medaka Kurokami as his queen while expecting her to submit to him.

Maguro Kurokami is Oudo's former Flask Plan partner. Maguro Kurokami's Analysis makes him intensely interested in Oudo's unusual abilities.

Itami Koga serves in the same Thirteen Party. Oudo ultimately attacks Koga and steals her remodeled physical abilities with Unreasonable Taxation.

Youka Naze works within the Flask Plan alongside Oudo but despises his treatment of Koga.

Zenkichi Hitoyoshi is one of the students who demonstrates unusual resistance to Oudo's commands and refuses to accept his self-proclaimed kingship.
