Otogiri Utsuné

Otogiri's personality has not yet been explored in substantial detail. Her established appearances nevertheless place her comfortably among Mantinel's senior witches, rather than presenting her as intimidated by the extraordinary figures surrounding the Association.

Like several of the other highest-ranking witches, she does not treat every summons from the Association as an unquestionable obligation. Her limited appearances contribute to the impression that Mantinel's elite witches possess considerable independence alongside their institutional responsibilities.

Otogiri is a high-ranking titled witch, establishing her as an accomplished magic user within the Mantinel Witches Association. Her epithet is the Cacophonous Witch.

The manga has not yet established the specific Majiks, spells or combat techniques responsible for that title in sufficient detail. Her epithet should therefore not be used to infer particular sound-based abilities until they are demonstrated or explicitly identified in canon.

Otogiri first appears among the senior witches observing the consequences of Ichi's arrival at Mantinel. Her inclusion demonstrates how seriously the Association treats the discovery of a male capable of acquiring Majiks.

She is later named among the elite witches contacted around Ichi's public debut. Her presence helps establish the wider hierarchy beyond the members of Team Desscaras and the Association personnel who interact with Ichi daily.

Ichi comes to Otogiri's attention because his existence as the first known male witch becomes an issue requiring consideration from Mantinel's highest-ranking witches.

Monegold presides over the Mantinel Witches Association to which Otogiri belongs.

Desscaras, Chikutoge Togeice, Amadoro Ribboncandy, Franken Dessucy and Tricaputo are fellow high-ranking witches within the Association.
