Inoue initially presents himself as a professional engineer focused on the Hyper Linear project. His position requires technical competence and familiarity with a system whose launch is receiving enormous international attention.

He is capable of remaining composed and functioning within a large engineering operation. Behind that professional demeanor, however, Inoue carries a personal connection to the old Boston kidnapping case and is prepared to use his technical knowledge in support of a carefully planned act of revenge.

Inoue is an accomplished engineer rather than a fighter. As chief engineer of Hyper Linear development, he possesses extensive knowledge of the train's construction, operating systems and supporting infrastructure.

That expertise gives him access unavailable to ordinary passengers or World Sports Games personnel. He understands how the experimental system behaves at extreme speeds and how its associated facilities can be manipulated.

Inoue's engineering knowledge becomes a crucial component of the conspiracy surrounding the Hyper Linear. His access and technical expertise allow him to interfere with systems in ways that initially appear to be part of the wider crisis rather than deliberate sabotage.

Inoue works as the Hyper Linear project's development chief during the World Sports Games. The train's inaugural run becomes increasingly important as a series of kidnappings targeting prominent people connected with the Games recalls a similar sequence of crimes in Boston fifteen years earlier.

While Conan Edogawa, the FBI and other investigators focus on the apparent pattern connecting the victims, Inoue remains positioned within the technical operation of the train.

After Maiko Shirahato's role in the kidnappings is uncovered, the investigation reveals that Inoue is her accomplice. His own father was one of the victims of the Boston incidents, giving him a personal connection to the same case that shaped Maiko's life.

Inoue uses his position within Hyper Linear development to assist the revenge scheme. His technical role allows the conspirators to turn the celebrated train project itself into part of their plan before Conan and his allies expose their involvement.
