Fue Yobuko

Yobuko normally appears calm, courteous and businesslike. She acts as an organized counterpart to Unzen's volatile personality, reporting developments to him and carrying out the administrative side of the committee's work.

When dealing with students who violate school rules, however, she can become sadistic. Yobuko accepts the Public Morals Committee's use of violence as a legitimate means of enforcement and shows little hesitation once Unzen authorizes punishment.

She is exceptionally indulgent toward Unzen himself. Their physical familiarity is unusual for ordinary coworkers: she feeds him, allows him to sit in her lap and comforts him without displaying embarrassment.

Yobuko is a capable fighter and uses a chain as her principal weapon. She can wield it against students while maintaining enough control to use it as an enforcement tool rather than simply a blunt weapon.

Her position immediately beneath Unzen also indicates considerable competence within the Public Morals Committee. She coordinates other Enforcers and carries information back to their chairman when operations involving the Student Council fail.

Yobuko is classified among the capable students surrounding the academy's committees rather than among Class 13's Abnormals.

Yobuko first appears as Unzen's principal subordinate during the Public Morals Committee's conflict with Medaka's Student Council. She reports the failure of earlier enforcement attempts and supplies Unzen with information about Medaka and the people surrounding her.

After Unzen's confrontation with Medaka, Yobuko continues appearing alongside him. She is present when he explains the distinctions between Normals, Specials and Abnormals and discusses the Flask Plan with other characters.

Her later appearances remain tied primarily to the Public Morals Committee and Unzen rather than developing into an independent storyline.

Myouri Unzen is Yobuko's superior, partner and the person with whom she shares her closest established relationship. Fue Yobuko is not self-linked; Yobuko treats Myouri Unzen with unusual physical affection and readily assists him with both committee business and everyday needs.

Harigane Onigase is Yobuko's fellow Public Morals Committee member. Yobuko is considerably more willing than Unzen to punish Harigane Onigase for failed assignments.

Medaka Kurokami becomes the committee's principal concern after repeatedly interfering with its enforcement activities.
