Harigane Onigase

Onigase is strict, proud and intensely serious about rules. Her motto is "Rule with an iron rod," and she is willing to confront even the Student Council when its members violate regulations that other students are expected to follow.

Her devotion to discipline is tempered by a genuine sense of justice. When she recognizes that Medaka's unconventional behavior benefits the student body, she acknowledges it rather than pretending otherwise. She is even prepared to oppose her own chairman when Unzen's actions cross the line from enforcement into personal hostility.

Onigase can also admit when she has behaved dishonestly. Her attempt to trick Medaka into changing her uniform ends with Onigase recognizing her own guilty conscience and abandoning the scheme.

Onigase possesses considerable strength and agility despite her small build. She can deform metal bars with her grip and damage walls with her punches, physical capabilities consistent with her classification as a Special.

Her signature weapons are specially ordered handcuffs. Besides restraining offenders, she wraps them around her hands and uses them like knuckle weapons, producing the nickname American Cuff Onigase.

Onigase later acquires the Style Combat, expanding her fighting abilities beyond the straightforward hand-to-hand methods she uses during the early story.

Onigase becomes involved with the Student Council after seeing numerous students violating Hakoniwa's uniform rules. Discovering that Medaka and her council are among the worst offenders leads her directly to the Student Council office.

She later fabricates a suggestion-box request in an attempt to get Medaka into the swimming pool so that she can modify Medaka's uniform. Medaka's response makes Onigase realize that she has compromised her own principles in the name of enforcing them.

Onigase remains an important member of the Public Morals Committee throughout later conflicts. She joins the Loser Team during the battle with Class -13 and later becomes captain of the committee's 3rd Enforcer Squad.

Myouri Unzen is Onigase's chairman and superior in the Public Morals Committee. She respects Myouri Unzen's authority but is prepared to oppose him when she believes his behavior violates the justice the committee is supposed to uphold.

Medaka Kurokami initially frustrates Onigase through her disregard for uniform regulations. Onigase nevertheless recognizes Medaka Kurokami's accomplishments and gradually becomes one of her allies.

Zenkichi Hitoyoshi repeatedly becomes involved in Onigase's attempts to discipline the Student Council and fights alongside her during later conflicts.

Fue Yobuko is Onigase's senior within the Public Morals Committee.
