Kuzan

Kuzan was born in the South Blue and joined the Marines as a young adult. Early depictions show him as energetic and assertive, wearing a cap marked “Justice” and describing his philosophy as Burning Justice. His talent brought him into the group trained by Monkey D. Garp, whose physical conditioning became the foundation of Kuzan’s strength.

Garp required Kuzan to strike retired warships with his bare fists without using Haki or Devil Fruit powers. These “battleship bags” hardened Kuzan’s punches until he could dent armored hulls through physical force alone. Although Garp repeatedly refused promotion to admiral, Kuzan continued advancing through the organization and eventually became a vice admiral.

Twenty-two years before the main story, Kuzan joined the Buster Call against Ohara. He fought his friend Jaguar D. Saul, a former vice admiral who had rejected the operation and attempted to save Robin. Kuzan immobilized Saul with ice but became disturbed by the indiscriminate destruction authorized under the banner of justice.

Kuzan secretly allowed the eight-year-old Robin to escape Ohara, opening a path through the sea with his Devil Fruit and warning her that he would watch what she did with her life. He later helped preserve the official belief that Saul had died, although Saul survived the freezing and eventually recovered.

After Ohara, Kuzan abandoned the ideal of Burning Justice and adopted Lazy Justice. The change did not mean indifference; it reflected his refusal to accept commands automatically or treat the World Government’s definition of justice as absolute. He continued serving and rose to admiral alongside Sakazuki and Borsalino.

When Fleet Admiral Sengoku retired, he recommended Kuzan as his successor. Government officials favored Sakazuki instead. The two admirals fought for ten days on Punk Hazard, permanently dividing the island between frozen and volcanic climates. Kuzan lost the duel, suffered extensive burns, and lost part of his left leg. Refusing to serve under Sakazuki, he resigned from the Marines.

Kuzan is outwardly languid, absent-minded, and informal. He sleeps while standing, drifts away during conversations, and frequently speaks in a slow, unhurried manner. His preferred transportation before leaving the Marines is a bicycle, which he rides across frozen paths created on the ocean.

His conduct is nevertheless guided by close observation. Kuzan rarely explains every reason for his decisions, but he evaluates whether an order serves the people it claims to protect. He can obey the Marines while distrusting the World Government, spare an enemy without joining that enemy, or oppose former colleagues without fully rejecting the values they shared.

Lazy Justice grants him room to judge each situation independently. Kuzan will use lethal force when he considers it necessary, and his sympathy does not make him harmless. At the same time, he resists Sakazuki’s Absolute Justice, under which innocent casualties may be accepted whenever they increase the certainty of eliminating a threat.

He carries lasting guilt over Ohara. Robin’s survival becomes a test of whether Saul’s defiance and Kuzan’s own decision to spare her were justified. Kuzan watches her from a distance, intervening at times but refusing to take responsibility for every danger she encounters.

Kuzan respects people capable of making difficult moral choices, even when they oppose him. His relationships with Garp, Saul, Smoker, and Robin cross institutional lines. After leaving the Marines, he insists that a person can pursue justice without wearing a uniform and that former affiliations need not dictate future action.

His relaxed behavior also contains a dry, occasionally intrusive humor. When first meeting the Straw Hats, he comments on women’s appearances and gives answers that mix sincerity with deliberate vagueness. This casual manner often makes it difficult to determine how much he knows or what he intends to do next.

Kuzan is an exceptionally tall, lean, muscular man with long limbs, curly black hair, and dark skin. Before the time skip, he usually wears a white Marine admiral’s suit over a dark blue shirt, together with a yellow tie and a sleep mask positioned on his forehead.

His admiral coat hangs from his shoulders rather than being worn through the sleeves, following the convention used by high-ranking Marine officers. The kanji for “justice” appears across its back. He occasionally wears a knit cap or other cold-weather accessories despite being unaffected by ordinary low temperatures.

After leaving the Marines, Kuzan adopts less formal clothing. He wears a dark trench coat over traveling clothes, a blue bandanna or head covering, and round sunglasses. His sleep mask remains part of his appearance, preserving an element of his former admiral design.

The battle with Sakazuki leaves extensive scarring across the right side of Kuzan’s upper body, including his shoulder, neck, and torso. He also loses his left leg below the knee and replaces it in combat with a prosthetic limb formed from ice.

Kuzan travels with a large penguin named Camel after leaving the Marines. Their association continues the cold-climate imagery surrounding him and replaces the bicycle as his most recognizable traveling companionship.

His design is modeled partly on Japanese actor Yūsaku Matsuda, particularly Matsuda’s appearance as detective Shunsaku Kudō in Detective Story. Kuzan’s hairstyle, sleep mask, clothing, and relaxed posture evoke that performance.

As a former Marine admiral, Kuzan belongs among the strongest combatants fielded by the World Government. The three admirals are described collectively as the Marines’ greatest military power. His departure consequently represents a major loss to the organization.

Kuzan possesses extraordinary physical strength independent of his Devil Fruit. Years of striking battleship hulls under Garp’s instruction gave him tremendous punching power. He can trade direct blows with top-level fighters, withstand Haki-infused attacks, and continue moving after being driven through the ground.

His speed contradicts his languid appearance. Kuzan can close distances before experienced opponents react, leap great heights with ice-assisted movement, and freeze a target in the instant before an attack lands. His reactions allow him to reshape his Logia body around Haki-coated weapons rather than merely absorbing impact.

The Hie Hie no Mi, called the Ice-Ice Fruit in English, is a Logia-type Devil Fruit that permits Kuzan to create, control, and become ice. His body can shatter when struck by ordinary attacks and then reform without injury. Unlike fluid Logia elements, his ice remains solid, but physical fragmentation does not harm him unless the attack bypasses Devil Fruit defenses.

Kuzan can freeze living targets through contact or projected cold. A completely frozen person becomes brittle and may shatter, although rapid thawing can sometimes prevent death. He can also create swords, spears, projectiles, barriers, and large animal-shaped constructs.

His control operates on enormous scales. Kuzan freezes stretches of open ocean for days, traps fleets in solid ice, creates battlefields across the sea, and instantly neutralizes massive waves. Because he can freeze water before sinking, he partially compensates for the standard Devil Fruit weakness to the sea.

The ten-day duel on Punk Hazard demonstrates the upper limit of sustained use. Kuzan and Sakazuki permanently alter the island’s climate, leaving one half trapped in a freezing blizzard and the other consumed by volcanic heat. Few Devil Fruit users have produced environmental changes of comparable permanence.

Kuzan is proficient in Armament and Observation Haki. He joins the other admirals in projecting Armament Haki to block Whitebeard’s shock wave at Marineford, and he later coats his fists during direct combat. Observation Haki supports his precise reactions and awareness of threats outside his immediate sight.

• Ice Age — places a hand against water or the ground and freezes an enormous surrounding area. Kuzan can immobilize fleets or create a solid route across the ocean that lasts for days.

• Ice Time — freezes a target’s entire body through direct contact. The immobilized victim becomes vulnerable to shattering if not carefully thawed.

• Ice Time Capsule — sends a wave of freezing energy toward a target, encasing the person at range rather than requiring continuous contact.

• Ice Saber — creates a sword by freezing a blade of grass or forming ice directly into a weapon. Kuzan uses it for close combat against armed opponents.

• Ice Block: Partisan — generates multiple trident-shaped ice spears and launches them toward a target.

• Ice Block: Pheasant Peck — forms a large ice pheasant that flies forward as a freezing projectile. The technique can clash directly with powerful fire-based attacks.

• Ice Ball — surrounds an opponent in a large sphere of ice, restricting movement and subjecting the target to intense cold.

• Ice Block — rapidly encases a target or designated area in solid ice. Kuzan uses variations of this basic technique for offense, restraint, and defense.

• Ice Glove — covers Kuzan’s fist in dense ice before a Haki-enhanced punch, combining his physical training with his Devil Fruit.

• Ice Leg — forms a functional replacement for his missing lower leg. The construct supports ordinary movement and remains durable during high-level combat.

• Ice Weapon Creation — produces swords, spears, and other solid constructs suited to the immediate opponent. These weapons can be combined with Haki and re-formed if broken.

Monkey D. Garp trained Kuzan during his early Marine career. Kuzan initially followed Monkey D. Garp despite the vice admiral’s complaints, learning to build physical strength by striking battleship hulls without Haki or Devil Fruit powers. Their shared training eventually gives Kuzan punching power comparable to the techniques practiced by his mentor.

Kuzan retains deep respect for Monkey D. Garp after leaving the Marines, but their allegiances place them in direct conflict on Hachinosu. Monkey D. Garp accuses Kuzan of losing his way, while Kuzan argues that Garp always taught his students to live in the present. Their battle ends with Kuzan and other Blackbeard commanders subduing Garp after he protects Koby’s escape.

Jaguar D. Saul was Kuzan’s friend and fellow vice admiral. When Jaguar D. Saul opposed the Ohara Buster Call, Kuzan fought him as a deserter but listened to his plea concerning Robin. Kuzan freezes Saul with Ice Time Capsule, yet Saul survives; Kuzan’s decision to spare Robin honors the moral stand that placed his friend against the World Government.

Nico Robin first meets Kuzan as the only surviving child of Ohara. He allows Nico Robin to flee but warns that he will watch whether she becomes the threat the Government predicts. For years, Nico Robin fears him as the person capable of ending the life he permitted her to keep.

At Long Ring Long Land, Kuzan tests Nico Robin’s new companions and later tells her that she has finally found a place to belong. Although he nearly kills her through freezing, his subsequent conversation confirms that he does not intend to pursue her indefinitely. Nico Robin’s commitment to the Straw Hats provides the answer Kuzan sought after Ohara.

Monkey D. Luffy attracts Kuzan’s attention because of his lineage, rapidly growing notoriety, and protection of Robin. Kuzan overwhelms Monkey D. Luffy during their first encounter but leaves him alive, partly because the Straw Hats helped civilians and partly because Luffy’s grandfather is Garp.

Sakazuki represents the form of justice Kuzan most strongly opposes. During Ohara’s destruction, Sakazuki orders a refugee ship destroyed to eliminate the possibility that a scholar escaped aboard it. The action demonstrates the human cost of Absolute Justice and contributes to Kuzan’s later ideological shift.

When Sengoku recommends Kuzan for fleet admiral, the Government instead supports Sakazuki. Kuzan refuses to accept his rival’s command and challenges him on Punk Hazard. After ten days, Sakazuki wins and spares Kuzan’s life despite their hostility; Kuzan resigns rather than serve beneath him.

Borsalino serves alongside Kuzan and Sakazuki as one of the three pre-time-skip admirals. Kuzan’s flexible Lazy Justice contrasts with Borsalino’s Unclear Justice and Sakazuki’s Absolute Justice. The three cooperate at Marineford despite these philosophical differences.

Sengoku commands Kuzan as fleet admiral and later names him as the preferred successor. Sengoku’s recommendation indicates trust in Kuzan’s judgment and concern about Sakazuki’s severity, though the World Government does not follow it.

Smoker shares Kuzan’s willingness to question authority while remaining committed to protecting civilians. Kuzan intervenes at Punk Hazard when Donquixote Doflamingo attempts to kill Smoker, freezing Doflamingo before the finishing blow. He later warns Smoker about dangers surrounding the new Marine leadership.

Donquixote Doflamingo recognizes Kuzan as too dangerous to confront casually. Although Donquixote Doflamingo breaks free from the initial ice, he abandons his attempt to kill Smoker rather than escalate the encounter.

Marshall D. Teach meets Kuzan after the former admiral freezes several Blackbeard Pirates during an argument. Rather than attacking him for the Ice-Ice Fruit, Marshall D. Teach proposes that pirates need not share friendship or identical goals; they can cooperate because each has something to gain.

Kuzan accepts Marshall D. Teach’s invitation and becomes captain of the Blackbeard Pirates’ tenth ship. Their arrangement is based on individual interest rather than obedience. Marshall D. Teach tolerates Kuzan’s independence, while Kuzan gains the freedom to pursue aims unavailable within the Marines.

Jesus Burgess distrusts Kuzan because of his former admiral status. Jesus Burgess questions whether a former Marine can be relied upon, but Teach dismisses the concern and permits Kuzan to act as one of his senior commanders.

Camel is Kuzan’s penguin traveling companion after his Marine resignation. Kuzan and Camel are described as highly compatible, and the penguin accompanies him during his journeys outside formal government service.

Kuzan is the first Marine admiral encountered directly by the Straw Hat Pirates. He appears near Long Ring Long Land, where he helps stranded civilians by freezing a route across the sea before turning his attention to Robin. The meeting establishes the enormous gap between the crew and the World Government’s strongest officers.

He defeats Robin, Luffy, Zoro, and Sanji with little effort. Luffy challenges him alone so that the admiral will treat the encounter as a duel and spare the rest of the crew. Kuzan recognizes the maneuver and leaves without pursuing the survivors, citing both Luffy’s earlier assistance to civilians and a debt connected to Garp.

At Marineford, Kuzan freezes the tsunamis created by Edward Newgate, transforming the bay into a battlefield. He confronts Whitebeard, blocks pirates attempting to reach Ace, and helps prevent submarine escape after the war’s decisive events.

Following his defeat on Punk Hazard, Kuzan disappears from public Marine life and begins operating independently. His intervention at Punk Hazard protects Smoker, but his broader motives remain deliberately unclear.

His later association with the Blackbeard Pirates becomes a major thread in the struggle among the Four Emperors. Kuzan assists in attacks against enemy territory, freezes members of Big Mom’s forces, and helps seize Charlotte Pudding.

On Hachinosu, Kuzan confronts Garp during the rescue of Koby. Their battle places him against his former mentor and Marine comrades. Kuzan contributes to Garp’s defeat, though the full purpose behind his pirate allegiance remains unresolved.

Kuzan’s development follows the erosion of institutional certainty. As a young Marine, he embraces Burning Justice with visible enthusiasm. Ohara forces him to confront what that language can authorize when obedience becomes more important than the people the Marines claim to protect.

Sparing Robin is his first major act of independent judgment. He does not openly rebel or stop the Buster Call, but he refuses to complete its intended extermination. For the next twenty years, he observes Robin as though testing both her future and his own decision.

Lazy Justice emerges from that uncertainty. Kuzan continues performing Marine duties, sometimes ruthlessly, but no longer equates legality with morality. The philosophy allows him to delay action, gather context, and choose exceptions when rigid enforcement would produce an unjust result.

The fleet admiral dispute removes the possibility of remaining neutral inside the institution. Kuzan considers Sakazuki’s leadership dangerous enough to contest it through a ten-day duel. After losing, he abandons rank, security, and the organization that shaped his adult life.

His conversation with Teach presents freedom as the next stage of that change. Kuzan rejects the idea that leaving the Marines ends his ability to pursue justice. Joining a pirate emperor appears contradictory, but he treats the alliance as a means of living according to his own purposes rather than proof that he accepts Teach’s worldview.

The battle with Garp tests that independence at its most personal. Kuzan must act against the mentor who gave him strength and professional direction. His conflicted expressions contrast with his continued participation, leaving open whether he has chosen a new cause, accepted moral compromise, or entered Blackbeard’s organization for an undisclosed objective.

The admiral alias Aokiji means “Blue Pheasant”: ao denotes blue, while kiji means pheasant. It follows the animal-and-color naming pattern shared by the original three admirals, alongside Akainu, the Red Dog, and Kizaru, the Yellow Monkey.

The pheasant alludes to the Japanese folktale Momotarō, in which a pheasant, dog, and monkey accompany the hero. The three animals correspond to Aokiji, Akainu, and Kizaru.

“Kuzan” is written in katakana rather than with kanji that establish a particular lexical meaning. His birthday, September 21, derives from a Japanese wordplay reading associated with his name.

His Devil Fruit, Hie Hie no Mi, takes its name from hie-hie, an expression associated with becoming chilly or freezing cold. Official English editions call it the Ice-Ice Fruit.
