Kudaki Torai

Torai is strict, businesslike and deeply concerned with institutional responsibility. She can seem insensitive when school administration competes with personal emergencies, preferring to focus first on obligations directly connected to the academy.

Hierarchy matters greatly to her. When Zenkichi speaks too formally to her, Torai reminds him that he is the Student Council president and therefore her superior. Conversely, the possibility that he might abandon presidential duties makes her visibly anxious.

Torai also admires exceptional competence. Najimi Ajimu observes that Torai was a supporter of Medaka when she was the seemingly superhuman Student Council president, while Torai initially has more difficulty accepting Medaka's later changes.

Torai is an accomplished martial artist whose physical abilities have been strengthened through her connection to the Sanitized Flask Plan. She can fight effectively even on unstable terrain and possesses extremely powerful striking ability.

Zenkichi describes her as the strongest member of his Student Council. During the confrontation with Namanie Nienami, Torai uses careful footwork to get behind the swordswoman and lands a blow powerful enough that she expects Nienami to be unable to continue fighting.

She also understands martial-arts principles well enough to assess the danger of fighting armed opponents barehanded, including the relative level of skill normally required to overcome a swordsman without a weapon.

Torai appears as part of Zenkichi's new Student Council after his election. Her presence immediately demonstrates that his administration has developed its own personnel and priorities rather than merely recreating Medaka's council.

When the six missing students become involved in the Jet Black Wedding Feast, Torai initially prioritizes council responsibilities. She nevertheless joins the confrontation and demonstrates that the new council contains formidable fighters of its own.

Her view of Medaka also becomes part of her development. Torai initially prefers the overwhelmingly capable president Medaka once appeared to be, but watching Medaka fight on behalf of her friends eventually reminds her why she admired her in the first place.

Zenkichi Hitoyoshi is Torai's Student Council president. She respects Zenkichi Hitoyoshi's authority and repeatedly reminds him not to address a subordinate as though their hierarchy were reversed.

Medaka Kurokami is someone Torai admires for her extraordinary accomplishments. Although Torai becomes uncertain about Medaka after her changes, she eventually recognizes the qualities she admired in her again.

Namanie Nienami fights Torai and the rest of Zenkichi's council during the Jet Black Wedding Feast. Torai lands a devastating surprise attack on Namanie Nienami, only to be shocked when she continues fighting.

Youka Naze is connected to Torai through the Sanitized Flask Plan and accompanies the Student Council during the confrontation with Nienami.
