Kabuto Nomozaki

Nomozaki's personality is only lightly established. She appears to respect Unzen strongly, reacting alongside the other Enforcer girls when he demonstrates and explains the differences between the academy's various categories of exceptional students.

She takes committee activities seriously and later approaches competition with a visibly determined attitude. The manga does not provide enough independent characterization to assign her the more extreme personality traits of the committee's better-developed members.

Nomozaki is classified as a Special, placing her natural abilities above those of ordinary students without making her an Abnormal like Unzen.

Her precise specialty is not identified. During a later confrontation, she carries a portable cassette player as a weapon, but the manga does not establish a named technique or explain a special mechanism attached to it.

No Abnormality, Minus or Style is attributed to her.

Nomozaki first appears with the other Public Morals Committee girls while they question Unzen about the Flask Plan. Unzen uses the group to explain the distinction between Normals, Specials and Abnormals.

She later participates in committee activities involving the Candidate Student Council and remains part of the organization as Medaka investigates developments elsewhere at Hakoniwa.

Nomozaki eventually joins other Public Morals Committee members during Medaka's 100 Flowers Run, carrying a portable cassette player. Her farewell message is that she wants to fight Medaka directly.

Myouri Unzen is Nomozaki's chairman and the leader she respects within the Public Morals Committee.

Fue Yobuko is a senior Public Morals Committee officer operating within the same organization as Nomozaki.

Harigane Onigase is another member of the Public Morals Committee.

Medaka Kurokami repeatedly interacts with the Public Morals Committee over the course of her presidency. Nomozaki later confronts Medaka during the 100 Flowers Run and expresses a desire to fight her personally.
