Omaha is outgoing, enthusiastic and fascinated by Air Trecks. His political status does not prevent him from engaging directly with Ikki and Kazuma Mikura, and he readily talks about the popularity of A-T riding in Los Angeles.
He adapts remarkably quickly to bizarre circumstances. Even when events remove him completely from the normal environment of a national leader, Omaha remains focused on helping the riders around him.
He is also braver than his non-rider background initially suggests. When confronted by dangerous Genesis personnel, he is willing to fight directly rather than rely entirely on bodyguards or political authority.

Omaha is not established as a conventional Storm Rider and has no known Road or Regalia.
He is nevertheless physically competent and capable of handling firearms. During the aircraft-carrier operation, while occupying Emily's body, he fights at close quarters with a rifle and is able to contribute against opponents operating at a far higher level than ordinary civilians.
His greatest practical power comes from his political position. As the incoming American president, Omaha has access to government resources that become relevant once the struggle surrounding Air Trecks reaches an international scale.

Omaha first meets Kogarasumaru through Inorganic Net during the team's attempt to secure entry into the Gram Scale Tournament. The meeting places an apparently ordinary political figure inside one of the series' most technologically unusual environments.
When Nike and his allies interrupt the encounter, an accident involving Inorganic Net causes Omaha and Emily Adachi to exchange bodies. Omaha, trapped in Emily's body, is subsequently taken back to the United States while attempts are made to reverse the switch.
He later joins Tool Toul To's operation aboard Sora's aircraft carrier, helping deliver the Storm Regalia to Ikki. There he becomes involved in the confrontation with Merlin and Morrigan despite lacking the specialized abilities of a King.
