Kururu Sumeragi

Kururu is initially shy and awkward, particularly around Ikki. Her appearance and demeanor can make her seem absent-minded, but the impression disappears once she begins working on Air Trecks. Mechanical problems bring out intense concentration and confidence.

She takes the relationship between tuner and rider seriously. For Kururu, tuning is not merely repairing machinery to factory specifications; a tuner must understand the rider's body, habits, rhythm and Road closely enough to shape equipment around that individual. Her desire to understand Ikki therefore becomes both technical and personal.

Kururu also accepts enormous responsibility once placed in charge of Tool Toul To. The organization is expected to remain neutral in conflicts between Storm Riders, making her personal attachment to Ikki a recurring complication alongside her obligations as Pledge Queen.

Kururu follows the Ring Road as a tuner rather than a conventional combat rider. Her defining ability is extraordinary mechanical perception and precision. She can diagnose Air Trecks from their sound, carry a large range of tools on her person and perform complicated repairs at speeds that would normally be impossible.

During Ikki's battle with Ringo Noyamano, Kururu tracks him by the sound of his Air Trecks and performs a midair reconstruction and installation in only seconds. This establishes the level of technical ability that qualifies her to work directly with a King-class rider.

As Pledge Queen, Kururu can use the Pledge Regalia and access Infinite Scale. The Pledge Regalia allows her to synchronize other Tool Toul To tuners through a shared "bird call," effectively distributing her technical knowledge and precision among them. Infinite Scale enables extraordinarily rapid construction, repair and tuning.

Kururu later demonstrates the offensive inverse of her normal work: rather than tuning A-T technology into proper operation, she can detune and dismantle A-T-based equipment. Through the Pledge Regalia, synchronized tuners can reproduce this destructive application as well.

Kururu enters after the Storm Rider conflict has expanded beyond ordinary Parts Wars and the technical importance of Regalia has become increasingly clear. She initially seeks to become Ikki's tuner and gradually proves that her abilities are sufficient for a rider whose equipment and Road are constantly evolving.

Her intervention during Ikki's battle with Ringo is particularly important. Rather than winning through combat, Kururu changes the course of events by rebuilding damaged equipment while Ikki is still airborne, demonstrating why tuners can be as important to Kings as fighters.

Kururu succeeds Ine Makigami as Pledge Queen and assumes leadership of Tool Toul To. She later becomes central to the effort to construct equipment specifically suited to Ikki after the Wind Regalia is taken from him, culminating in her work on the Storm Regalia.

Itsuki Minami is Kururu's assigned rider and the person she most strongly wants to understand as a tuner. Her devotion to supporting him becomes personal as well as professional, and she develops romantic feelings for him.

Ringo Noyamano first becomes closely connected to Kururu through Kururu's intervention in Ringo's battle with Ikki. Ringo later entrusts Kururu with the Croissant Mask role of anonymously supporting Ikki.

Ine Makigami is Kururu's predecessor as Pledge Queen and an important figure in her development as an elite tuner. Ine passes the title of Pledge Queen to Kururu as Kururu assumes greater responsibility within Tool Toul To.

Kanon is Kururu's cousin and another member of Tool Toul To. Their shared expertise places both within the technical network supporting King-class riders.
