James Black

James is calm, professional, perceptive, and accustomed to directing dangerous intelligence operations. He rarely reacts impulsively, preferring to evaluate information before committing FBI personnel to a course of action.

He also possesses a dry sense of humor and remains comparatively approachable despite his seniority. His first encounter with Conan demonstrates that he can recognize unusual intelligence without dismissing it because of appearances.

James trusts capable subordinates and gives them considerable operational freedom. His relationship with Akai in particular reflects confidence in an agent whose plans can be unconventional and exceptionally risky.

James has no extraordinary abilities. His strengths come from decades of FBI experience, leadership, intelligence work, and knowledge of covert investigations.

As the senior figure coordinating FBI operations in Japan, he manages agents, evaluates intelligence, and helps organize surveillance and countermeasures against the Black Organization.

He is also perceptive enough to recognize Conan's unusual capabilities very quickly. After Conan helps resolve his kidnapping, James refers to him as "Cool Guy," acknowledging that the child is far more capable than his age suggests.

James is introduced while visiting an animal show in Japan. Reporters mistake him for a wealthy American celebrity, and criminals subsequently kidnap him under the same misconception. Conan and the Detective Boys become involved in locating him.

His importance changes considerably when Conan encounters him again during the FBI's conflict with the Black Organization. James is revealed to be a senior FBI agent and the leader coordinating the Bureau's Japanese operation against the syndicate.

From that point onward, James participates in major operations involving Jodie, Akai, and other FBI personnel. His authority provides the organizational structure behind many of the Bureau's efforts even when individual agents take more visible roles in the field.

Jodie Starling works under James as part of the FBI operation targeting the Black Organization. James trusts Jodie Starling with important field assignments.

Shuichi Akai is one of James's most valuable agents. James has considerable faith in Shuichi Akai's abilities and participates in operations built around his plans.

Conan Edogawa earns James's respect during their first encounter. James later accepts Conan Edogawa as a meaningful collaborator in operations that would normally be far beyond a child's involvement.

Andre Camel is another FBI agent operating in Japan under James's command.

Hidemi Hondou becomes central to the FBI's struggle with the Black Organization. James participates in the operation surrounding her position as CIA operative Kir and the effort to return her to the Organization as an intelligence source.
