Iura

Iura is intelligent, observant and ruthlessly pragmatic. He reads both people and changing circumstances quickly, making him more influential than the louder Sango.

His intelligence does not make him benevolent. Iura accepts coercion and lethal punishment as tools for preserving his position and controlling a frightened population.

He is nevertheless capable of recognizing genuine strategic value. Hideo's arrival immediately interests him because a legal shotgun represents firepower the rooftop group cannot otherwise match.

Iura is proficient with a compact crossbow, one of the few effective ranged weapons available to the outlet survivors before Hideo arrives.

His greater strength is strategic thinking. He understands the mall's geography, the behavior of the infected below and the political relationships among the survivors.

Iura uses those advantages to control people without needing to dominate every confrontation physically. Information and positioning are as important to his authority as his weapon.

Iura operates behind Sango's nominal leadership when Hideo and Hiromi reach the outlet mall. He quickly assesses the importance of Hideo's shotgun and the unusual condition affecting Hiromi.

The community's apparent refuge gradually reveals itself as an unstable hierarchy built on coercion, exploitation and fear. Iura is central to maintaining that system.

The balance collapses when the ZQN overwhelm the survivors' defenses. Iura's carefully constructed authority proves unable to control the chaos once the physical separation between the rooftop community and the infected breaks down.

Sango is the outlet community's visible ruler, while Iura exercises much of the practical authority behind him.

Hideo Suzuki becomes extremely valuable to Iura because Hideo Suzuki possesses a functioning shotgun.
