Hiromitsu Morofushi

Hiromitsu is kind, level-headed, observant, and deeply loyal to the people close to him. At the police academy he often serves as a calmer counterweight to the stronger personalities around him.

His childhood is marked by severe trauma, but he remains capable of forming close relationships. Furuya becomes his closest friend, while his academy classmates Jinpei Matsuda, Kenji Hagiwara, and Wataru Date become trusted companions.

Hiromitsu also possesses the emotional control necessary for undercover work. He can conceal his real objectives while operating among dangerous criminals who would kill him immediately if his allegiance were discovered.

Hiromitsu is a trained Public Security investigator skilled in firearms, surveillance, infiltration, intelligence gathering, and close-quarters police work. His marksmanship is particularly strong.

He also develops practical skills outside formal policing. During his academy years he demonstrates competence in areas such as cooking and mechanical problem-solving while contributing to the group's investigations.

Hiromitsu successfully infiltrates the Black Organization and operates there under the codename Scotch, placing him in direct contact with some of the syndicate's most dangerous members.

Hiromitsu's history is gradually reconstructed through flashbacks connected to the Black Organization, Furuya, and the police academy. His earlier life receives further development in Wild Police Story, which follows the five friends during their academy training.

Hiromitsu infiltrates the Black Organization as Scotch while Furuya operates there as Bourbon. Shuichi Akai, himself an undercover FBI agent using the codename Rye, also encounters him inside the syndicate.

After Hiromitsu's Public Security identity is exposed, he attempts to destroy his phone and take his own life before the Organization can obtain information from him. Akai tries to stop him, but the sound of Furuya approaching convinces Hiromitsu that another Organization operative is coming, and he fires before Akai can explain the situation.

Rei Furuya is Hiromitsu's childhood friend, police-academy classmate, and fellow Public Security investigator. Rei Furuya calls him Hiro, and their friendship continues into their undercover assignments.

Takaaki Morofushi [is Hiromitsu's older brother. The brothers are separated during childhood after their parents are murdered, with Takaaki Morofushi remaining in Nagano while Hiromitsu is taken in by relatives in Tokyo.](#spoiler)

Shuuichi Akai [encounters Hiromitsu inside the Black Organization while both are undercover. Shuuichi Akai attempts to prevent Hiromitsu's suicide but is unable to stop him.](#spoiler)

Jinpei Matsuda, Kenji Hagiwara, and Wataru Date are Hiromitsu's close friends from the police academy.
